On Monday February 26, 2018, the Coalition’s Marina Committee (Committee) met with the S.R. Community Development Department (CDD) and S.R. Dept. of Public Works (DPW) for our regular monthly review of the developments at The Village at Loch Lomond Marina (aka “The Strand”). The Bay Conservation & Development Commission (BCDC) was not in attendance. [NOTE: MVA below refers to Marina Village Associates, the owner and developer of this property]
The public is encouraged to communicate with the Marina Committee using the Contact the Marina Committee form to raise any issues or concerns so that they may be brought to the City’s attention.
The following items were discussed:
Construction Progress: MVA, after a significant lapse of construction activity, has indicated that it plans to resume construction within the next 4 to 5 weeks of the residences where the foundations have already been laid. That would be across from the marina green and adjacent to the existing residences. They have also received construction permits for the larger residences to be built in the section that is adjacent to the wetlands across from the boardwalk and just south of the previous Andy’s Market site. Currently, there is a large pile of surcharge dirt that would need to be removed. As for the old Andy’s Market site and parking area, the wicking work is completed but permits have not yet been issued to begin the moving of dirt for the surcharge phase. There appears to be some issues related to the approval of the truck route to relocate the existing dirt piles on the west side of property.
Fuel Dock: BCDC is now requesting that these plans be included in the currently pending permit amendment that includes the proposed changes to resolve the flooding issues on the east jetty (where the playground is located) and the connector between the boardwalk and the breakwater (see Flooding Issues below).
Flooding Issues: MVA has submitted plans to the City in line with the recommendations of the completed Flooding Study. The City has some issues with these plans and it appears that BCDC may also have some concerns. One of those issues is the placement of the kayak launch ramp. The City is concerned that the proposed location would have too steep an access and not be handicap-compliant. BCDC has some concerns as to liabilities for longer term sea level rise. The City is going to try to coordinate a meeting between the City, MVA and BCDC to resolve these issues and get this work moving forward.
Harbormaster/Restaurant Building: Even though MVA has the building permit for this structure in hand, there has been no progress except to fence off the area. This lack of progress is concerning for many entities, including the yacht club and Andy’s Market. The City is intending to encourage MVA to get moving on this construction.
Kayak Dock: A kayak dock is to be constructed adjacent to the boat launch ramp and slightly overlapping the yacht club pier. Concerns regarding handicap access and potential conflicts with the yacht club pier have been resolved between the yacht club and the kayak representatives. Since the proposed solution is somewhat different than was originally approved in the construction permits, this proposal will now need to be reviewed with MVA. The City stated its intention to encourage MVA to accept this revision.
Commercial Signage: Andy’s Market is proposing a commercial sign on eastbound Pt. San Pedro Road approaching Loch Lomond Drive in roughly the same location as the current wooden commercial sign. The proposed sign has been reviewed by the City and is generally acceptable. Some issues regarding exact placement and lighting are still to be resolved. The sign would also accommodate the other commercial businesses on the property.
Wetlands: The required annual report on the conditions of the wetlands has been completed. Miscellaneous: The missing section of the boardwalk across from The Strand sales office that was gravel-filled has now been completed. The fence barring access to the wetlands at the junction of the connector and the breakwater has been extended to close the gap to the riprap and has a sign posted indicating that the wetlands are off limits.
