There are 29 roadway medians along the 2.5-mile Point San Pedro Road corridor starting from the Third and Union Street intersection to the west and ending at Biscayne Drive to the east. The Coalition’s Roadway Committee works with the City to ensure that these medians are properly maintained with the funds provided by annual assessment.
Brief History of the Assessment District
In 2012, the Point San Pedro Road Medians Landscaping District was formed by majority vote of the residents to fund the reconstruction and maintenance of medians within the corridor. Known as a Community Facilities District (CFD), it is a Special Assessment District obtaining its income from annual tax assessments of the residences and businesses along the roadway. Annual assessments remained at $79.48 from 2013 through 2018. In 2019, after the Roadway Committee conducted a thorough assessment of the median maintenance, the City approved an assessment increase to $96.88 to cover costs and build reserves for future maintenance needs. The Roadway Committee, in our continued work with the City, intends to ensure reasonable, annual increases to the assessment so that revenues can meet actual costs of median maintenance.
Competitive bidding processes awarded the median landscape maintenance contracts to Foster-Kroeger (2014-2017) and Gardeners Guild (2017-present). The City provides an Engineer’s Annual Levy Report to City Council each July, in which the Coalition’s Roadway Committee provides public comment. Median Maintenance
For over a decade, the Roadway Committee has served a “citizen’s oversight” function to ensure that the City uses the assessment funds properly for effective maintenance. The improved landscaping of the Point San Pedro Road medians has greatly enhanced the appearance of our Point San Pedro peninsula. Our aim is to continue to work closely with the City to ensure that this important asset in our community is properly maintained at a reasonable cost well into the future.
