On Monday November 16, 2020, the Coalition’s Marina Committee (Committee) met with the S.R. Community Development Department (CDD), S.R. Dept. of Public Works (DPW) and Safe Harbor Marinas (SHM) for our regular monthly review of the developments at The Village at Loch Lomond Marina. Marina Village Associates (MVA), owner of the undeveloped parcels in The Strand, was invited to attend but couldn’t do so, but indicated they intend to be present at the next (December) meeting. The Coalition’s Marina Committee members represent the community and, especially, the four surrounding residential subdivisions (The Strand, Bayside Acres, Loch Lomond and San Pedro Cove). This meeting was held as a Zoom video conference.
Following is a summary report on the items discussed at this meeting:
Fuel Dock: The BCDC permit is continues to be held up at the Bay Area Water Quality Control Board (WQCB). SHM was asked to inquire with the WQRB to ascertain why there continues to be a delay in getting clearance.
Harbormaster’s Office: The CDD building permit has been issued and is only awaiting SHM to pay the requisite fees. SHM said they would take care of payment of this fee quickly and plan to initiate construction shortly. No specific date for the start of construction was provided, however.
Yacht Club Re-facing: SHM stated their intention to expedite the BCDC building permit clearance. CDD indicated that their building permit is also being expedited. These permit requests may require minor changes due to building code changes that apply since the original permit was submitted.
Kayak Dock (between Yacht Club and Boat Launch Ramp): A permit is required from BCDC but no indication of progress from MVA in submitting the agreed-upon design to BCDC for approval. DPW stated they would urge MVA to complete this task.
Kayak Launch Ramp (at the Breakwater connector): The ramp was originally included in BCDC’s Permit Amendment #5. However, changes in the ramp configuration requires a new permit amendment for this project. BCDC just issued a notice that MVA has submitted their plans for BCDC approval.
Dock Pilings: The deteriorated condition of many (over 60) dock pilings necessitates immediate remediation by SHM. This is their highest priority. Work is well underway and SHM expects completion of this project sometime the week of November 22.
Breakwater Connector & East Jetty (playground) Flooding: BCDC has approved MVA’s submitted construction plans with some minor requirements for changes. DPW stated that MVA had received the required additional bonding to cover the planned work. DPW is in the process of providing final approval so the work can begin. The Coalition and The Strand made a request to remove the unused fish station which has not been acted upon at this point. SHM stated they would follow up with MVA to expedite the start of this project.
East Jetty Playground Opening: Still no progress with MVA on opening the playground between now and the time the above construction begins.
Loch Lomond Drive Traffic Calming: There was a discussion on three issues: Speeding on Loch Lomond Drive from the roundabout to the east along the Marina Green, vehicles not stopping at the stop signs at both ends of Bay Harbor Way, and vehicles not stopping for pedestrians at the marked crosswalks. The San Rafael Traffic Engineer reviewed the situation and made recommendation which were reviewed with The Strand and SHM and approved. DPW will work with MVA to include these changes in their near-term plans.
Path Lighting from Marina Green to West End of Development: The bollard lighting power source is dependent on the construction of the Harbormaster’s Office. Meanwhile, possible temporary lighting might be installed. However, it will require MVA’s cooperation since the temporary power source would be from their property. DPW stated they would contact MVA to see what could be done.
Residential Housing Construction: Any further work is pending a future sale of the property by MVA. No such sale is currently anticipated nor is MVA intending to continue construction of these residences.
Loch Lomond Drive Street Sign: Street signs are being configured that would identify both Lochinvar and Loch Lomond Drive. Placement in the medians in both directions and on the signal light poles has been determined and in process. DPW said they expect these signs to be installed by our next meeting in December.
