On Monday May 17, 2021, the Coalition’s Marina Committee (Committee) conducted its monthly meeting with the various agencies and entities involved in The Village at Loch Lomond Marina development. This meeting was held as a Zoom video conference.
Meeting Attendees Description and Abbreviations
The Pt. San Pedro Road Coalition’s Marina Oversight Committee: represents the general community, including the surrounding subdivisions and The Strand HOA.
S.R. Community Development Department (CDD): is the City agency responsible for, among other things, the management of planning processes, issuance of development permits and overseeing the subsequent construction.
S.R. Dept. of Public Works (DPW): is the City agency responsible for infrastructure planning, construction and maintenance. This includes roads, utilities and public spaces.
The Village at Loch Lomond Marina Master Association (VLLMMA): is the overall entity that represents all owners of parcels within the Village at Loch Lomond Marina and owns some of the public access parcels within the development. Also known as the “Master Association.”
Safe Harbor Marinas (SHM): is the owner of the marina and marina-related parcels.
Trumark Homes: is the owner of the undeveloped/unsold residential parcels in The Strand as well as the parcel at the corner of Loch Lomond Drive and Pt. San Pedro Road currently containing the commercial building
Marina Village Associates (MVA): was the owner of the undeveloped/unsold residential parcels but has sold those parcels to Trumark Homes. However, MVA retains some responsibility for completion of work on some of the public access parcels along the waterfront.
Bay Conservation and Development Commission (BCDC):is the California agency charted with protecting and enhancing San Francisco Bay and encouraging the Bay’s responsible and productive use for this and future generations. As such, they have shoreline responsibilities that includes much of the Loch Lomond Marina.
The top news is that construction of the remaining residences within The Strand by the new owner, Trumark Homes, is finally scheduled to start. The first project is to remove the excess surcharge dirt from that area and this work is scheduled to begin May 24, 2021. The truck routes to remove this soil will begin with empty trucks entering the property from Pt. San Pedro Road at a new, temporary location just east of the existing Emergency Vehicle Entrance. Loaded trucks will exit via Bayharbor Way, right on Loch Lomond Drive and then left on Pt. San Pedro Road at the light. It is expected that this work will take approximately one month and will occur during the restricted hours defined in the permits. When that is complete and the land is leveled, trenching for utilities and sewer will begin followed by pouring the foundation pads.
Following is a summary report on the other items discussed at this meeting:
Harbormaster’s Office: SHM and Andy’s Market are working on the final configuration and use of this building to accommodate a café component. Part of this design would move the Harbormaster’s Office to the Marina Services Building (where the old boat repair shop was located). The “Harbormaster’s Office” building (probably to be renamed) would then house the shower and restroom facilities for the marina live-aboards and the café. SHM hopes to have a final revision to CDD for review and permit approval as needed fairly soon.
Kayak Dock (between Yacht Club and Boat Launch Ramp): The only remaining obstacle is obtaining RWQCB and ACOE approvals. MVA expects those approvals shortly. MVA stated that the dock will be delivered mostly constructed and require only a few days to install.
Kayak Launch Ramp (at the Breakwater connector): RWQCB and ACOE approvals remain the only obstacles to proceeding with the work on both this ramp and the breakwater connector and east jetty work (see below). MVA feels confident that it will obtain these final approval in the near future.
Breakwater Connector & East Jetty (playground) Flooding: MVA stated that they continue to target starting work on 7/5/21 and completion by 11/1/21 before king tide season. Further delays in obtaining RWQCB and ACOE approvals could put this schedule at risk. The playground is currently open for public use. However, it will be closed when construction begins.
Residential Housing and Mixed-Use Building Construction: Trumark Homes currently expects to begin residence construction in mid-July after the surcharge is removed and the foundation pads are laid. The plans for the replacement of the commercial building with a mixed-use building (commercial on first floor, 5 condos on second floor) are being finalized with the expectation that construction would begin Spring 2022.
Marina Services Building: (aka Boat Repair Facility and Marina Utility Building) Move of the Harbormaster’s Office to the south end of this building facing the boat launch ramps is being considered as well as other uses.
Turn Signal Control: A question was raised about the signal controls at the Loch Lomond Drive/Pt. San Pedro Road intersection. There have already been some accidents and near accidents with westbound traffic turning left onto Loch Lomond Drive. The possibility of a dedicated left turn signal for westbound traffic be considered. Onsite parking, shared parking/bike lane on Pt. San Pedro Road and traffic flow is to be revisited a year after final buildout, which is when all construction is completed approximately mid-2023. It was suggested that any changes in this signal light pattern be considered at that time.
