On Monday October 18, 2021, the Coalition’s Marina Committee (Committee) conducted its monthly meeting with the various agencies and entities involved in The Village at Loch Lomond Marina development. This meeting was held as a Zoom video conference.
The following text references various Village owners, governmental agencies, companies and other entities, often by acronym. A detailed description of these entities can be found on The Village-Who’s Who page.
Following is a summary report on the items discussed at this meeting:
Fuel Facility (Dock and Storage): This project still requires RWQCB and ACOE clearance. BCDC’s permit requires construction to start by 12/31/22 and complete by 12/21/23 unless a further extension is granted.
Harbormaster’s Office: It remains unclear how this building would be utilized in the absence of a café and the Harbormaster’s office (which is moving to the Boat Repair Building replacement). SHM stated that the redesigned use of this building is currently underway and that SHM does not yet have sufficiently finalized plans to share. It was pointed out that external changes to this building and its design could trigger a requirement for a design review and possibly a review by BCDC. The current BCDC permit expires December 2021, so at minimum SHM will need to submit a construction extension permit amendment to BCDC.
Breakwater Connector & East Jetty (playground) Flooding: Things are moving forward. BCDC and RWQCB have tentatively approved this work contingent on ACOE approvals. Assuming ACOE approval, the BCDC permit requires that construction start by March 31, 2022 and be complete by November 30, 2022 in advance of winter king tides. MVA stated that ACOE has indicated that this project is on their November agenda and it could be approved by the end of November. The kayak launch ramp is part of the breakwater connector construction and would have the same schedule. Be aware that this would mean that the playground, connector and breakwater would be closed for public access during construction, meaning all of next spring, summer and fall.
Kayak Dock (between Yacht Club and Boat Launch Ramp): The only remaining obstacle is obtaining ACOE approvals (see Breakwater Connector item above). MVA stated that the dock will be delivered mostly constructed and require only a few days to install. As a result, it is expected that this dock would be installed and available to the public fairly quickly after March and its delivery.
Pt. San Pedro Road Repaving: As you are likely aware, this repaving was completed in October 2021 using the same sound-deadening asphalt as was used on the original repaving of the entire roadway.
Storm Drain: The drain at the southwest corner of Loch Lomond Drive and Pt. San Pedro Road is prone to flooding during the confluence of high tides and heavy rain. It was determined that a “duckbill flap gate” at the outlet of this drain to the bay at the inlet just east of the marina property is not a feasible solution. DPW will investigate alternatives but there are no short-term solutions. So, for the foreseeable future, there will be period flooding here in those situations.
Residential Housing Construction: Construction has temporarily halted while awaiting final building approval and permits from the City. This is expected by the end of October. One of the “hitches” is separating the landscaping plans and irrigation from the remainder of the plans for the physical construction of the residences. CDD has stated that the physical construction will not be delayed by any delays in the landscaping plans due to MMWD restrictions caused by the drought.
Mixed Use Building: The parcel map for the replacement of the existing commercial building with a mixed-use building (commercial on first floor, 5 condos on second floor) has been approved by the City and is currently being signed by all the owner/trustees of MVA. Once that is done, the parcel map will be recorded by the County and the completion of the sale of this parcel by MVA to Trumark Homes can be finalized. Trumark states that they are ready to submit site improvement and construction documents to the City upon completion of this sale.
Public Restrooms at the Marina Launch Ramp: Public restrooms were originally included in the grocery store building but were removed when the Harbormaster’s Office was moved to a separate location. No new location for these facilities was included in that redesign. SHM is exploring alternatives such as the Harbormaster’s Office or Marina Services (aka Boat Repair) buildings. Currently, there is a temporary portable toilet installed.
Marina/Cove Interface: Several issues were discussed related to the property line between the Loch Lomond Marin and the San Pedro Cove subdivision that need to be addressed:
A. The connection of the Marina path to the Cove path is currently awkward and needs attention and improvement. SHM will review this issue.
B. There is shoreline debris at the west jetty (cables, pipes, etc.) that needs to be removed. SHM will look into this at the next low tide and remove debris as appropriate.
C. Kayak/boat activity on the Cove side of the west jetty should be addressed. While a low-frequency occurrence, people are parking at the west jetty and then crossing over into the Cove to launch. Jeff Ivarson of The Cove will investigate with BCDC, and S.R.’s recorded subdivision map for the Cove, what shoreline activities are permitted and what are disallowed.
D. Property line landscaping repair is needed at the junction of the Marina and Cove at Pt. San Pedro Road in the common area plant maintenance zone of the marina. Plants have died due to the drought.
