On Monday January 24, 2022, the Coalition’s Marina Committee (Committee) conducted its monthly meeting with the various agencies and entities involved in The Village at Loch Lomond Marina development. This meeting was held as a Zoom video conference.
The following text references various Village owners, governmental agencies, companies and other entities, often by acronym. A detailed description of these entities can be found on The Village-Who’s Who page.
Following is a summary report on the items discussed at this meeting:
Fuel Facility & Dock: While conditionally approved by BCDC, these plans still await final approval from RWQCB and ACOE. While these plans are expected to be approved at some point, actual construction is dependent on SHM’s determination of financial viability.
Harbormaster’s Office: SHM continues to work with BCDC and SHM’s engineering firm on a time extension for BCDC’s permit which expired December 2021. SHM reaffirmed that the final design of this building will consider the bay view issues from the plaza expressed in previous meetings and will more closely match the original building design. However, it continues to be unclear how this building will be utilized in the absence of the originally planned café and Harbormaster’s office. SHM does not yet have sufficiently finalized plans to share with the community or submit to BCDC and S.R for review. SHM did stated that the live-aboard facilities in this building will be down-sized somewhat from the original plans with a smaller internal footprint.
Breakwater Connector & East Jetty (playground) Flooding, Kayak Ramp at Connector: The MVA representative was not at this meeting, so there were no updates on these items. The last status was that this was awaiting RWQCB and ACOE final approvals, and, if received in time, the work would begin this spring. It was confirmed that funds to repair the playground from any flooding and tsunami damage was available once the flooding mitigation work was completed.
Kayak Dock (between Yacht Club and Boat Launch Ramp): The MVA representative was not at this meeting, so there was no update on this item. The last status was that this was awaiting ACOE final approval which was expected shortly. When received, the dock could be implemented in very short order since it is pre-constructed.
Storm Drain: The FloGard filter that was installed by DPW at this drain as a trial and which is causing the flooding at the southwest corner of the Loch Lomond Drive intersection with Pt. San Pedro Road will be removed. This is an approved project and a contractor is onboard. This is expected to be done sometime in the first quarter of 2022.
Loch Lomond Drive Traffic Calming & Parking: Plans are underway to add signage and speed cushions to slow the traffic on Loch Lomond Drive. The funding for this work is currently being determined by the Village Association. Regarding parking, there will be some parking spots (26) temporarily restricted for Trumark’s construction staff and will be marked accordingly. Otherwise, the planning and signage of which spots will be restricted to the live-aboards (51) and for public parking is still in flux between SHM, MVA and the Village Association.
Loch Lomond Drive Landscaping: The landscaping along the entirety of Loch Lomond Drive, and especially at the entrance from Pt. San Pedro Road has deteriorated and is not being maintained. DPW has conceded that the contract with the landscaping firm has inadvertently lapsed and is currently being re-established. When that is accomplished, maintenance will resume and dead plants replaced. The funds for this work are available and DPW expects this work to resume shortly.
Residential Housing Construction: Trumark Homes stated that construction materials are being delivered and that all permits are completed for 5 lots (26 – 20) on the waterfront. Construction will begin within days with four of those five already having had foundations poured [NOTE: Since this meeting, framing of these residences has begun]. Trumark expects the remaining building permits to clear very quickly and construction to begin with the pouring of foundations. The construction traffic flow plan was reviewed with SHM, The Strand and the Village Association. Material deliveries will use Bay Harbor Way while construction-related cars and pickups will use Loch Lomond Drive.
Mixed Use Building: Status is unchanged. The parcel map for the replacement of the existing commercial building with a mixed-use building (commercial on first floor, 5 condos on second floor) has been signed by the City. It just needs to be picked up by MVA and submitted for recording. Once it is recorded, the sale of this parcel by MVA to Trumark Homes can be finalized. Trumark states that they are ready to submit site improvement and construction documents to the City upon completion of this sale.
Public Restrooms at the Marina Launch Ramp: Public restrooms were originally included in the grocery store building but were removed when the Harbormaster’s Office was moved to a separate building. No new location for these facilities was included in that redesign. SHM will be implementing a restroom in the Marina Services Building. SHM stated that it is considering how this restroom might be made available to its marina launch ramp customers or how a facility might be located elsewhere, but has no definitive plans to share at this time.
