The bi-monthly meeting of the Coalition’s Marina Committee (Committee) with the various agencies and entities involved in The Village at Loch Lomond Marina development was held by Zoom on Monday, July 24, 2023. [NOTE: Beginning in January 2023, these meetings are held every other month.]
The following text references various Village owners, governmental agencies, companies and other entities, often by acronym. A detailed description of these entities can be found on The Village-Who’s Who page.
Following is a summary report on the items covered at this meeting:
Harbormaster’s Office: No change in status. SHM continues to state that the construction is on hold and they are evaluating the economics of this construction. It was pointed out by Maribeth Bushey, our S.R. Councilmember, as well as others at this meeting that this status is growing thin and that progress needs to be made or risk having the original entitlements expire with all the attendant problems. It was also pointed out, yet again, that the fate of this parcel directly affects the public plaza between it an Andy’s Local Market which has proven extremely popular with the community. SHM was admonished to find some way to move forward with this parcel.
CLARIFICATION: This is the proposed building next to the yacht club building between that building and the public plaza area next to Andy’s Market currently covered in gravel. While planning changes will place the Harbormaster’s office elsewhere on the property, this building had been given this name and it is “fixed” in the BCDC and S.R. permitting process.
Yacht Club Refacing: No change in status. In the same vein as the Harbormaster’s Office, SHM continues to state that their plans are on hold due to construction costs. The comments on that building above equally apply to the Yacht Club building.
Pedestrian Walkway Between the Roundabout and San Pedro Cove: This path along the Yacht Club/public plaza and the boat ramp, which has a public access easement, is yet to be completed. The twelve lighting bollards are all now installed but not powered. The electrical contractor has been hired, and all of these bollards are expected to become operational in the first week of August. The completion of other work on this path remains unscheduled and SHM was asked to find a way to complete the required work.
Residential Housing Construction: Trumark Homes stated that they plan to begin construction of the townhomes on the already-poured pad very shortly and pour the pads for the remaining townhomes and two adjacent single-family residences by September. Planning has begun to remove the sales office and initiate construction of that single-family residence. Trumark stated that they hope to have all construction completed by late spring 2024. The pedestrian pathway along the wetlands is now open with some residual construction of the fencing yet to be done. Some issues related to the primary public pedestrian pathway from Pt. San Pedro Road roughly down the middle of The Strand subdivision from Pt. San Pedro Road to the marina are yet to be resolved. All of the parties involved (Trumark, MVA, The Strand HOA, The Marina Association, the four adjacent townhome owners along with CDD and DPW) are working cooperatively to resolve the issues and get this work completed.
East Jetty (playground): The news here is not as encouraging as one would have hoped by now. A walk thru by DPW was conducted about a week ago. The work is nearing completion but there is still some irrigation to be installed as well as plantings. MVA will still require a walk-thru with BCDC before the playground can be open to the public. Unfortunately, MVA has been less than cooperative in moving this work forward. CDD and DPW plan to contact BCDC to assist in moving this project to completion.
Mixed-Unit Building: This parcel (the old commercial building) and the adjoining vacant dirt parcel were purchased by Andy Bachich (Andy’s Local Market). The original permit was to be for a two-story building with commercial space on the first floor and five condos on the second floor. Andy is planning a revised building that would be three stories with parking on the first floor and ten residential units on the upper two floors (no commercial space). The building will remain the same height and footprint as the original permit, so no changes are anticipated to the subdivision improvement agreements. He said that the exterior design will mimic that of Andy’s Local Market with a flatter roof than in the original plans in order to retain the original height.
