On Monday December 17, 2018, the Coalition’s Marina Committee (Committee) met with the S.R. Community Development Department (CDD) and S.R. Dept. of Public Works (DPW) for our regular monthly review of the developments at The Village at Loch Lomond Marina (aka “The Strand”). [NOTE: MVA below refers to Marina Village Associates, the owner and developer of this property.]
The public is encouraged to communicate with the Marina Committee using the Contact the Marina Committee form to raise any issues or concerns so that they may be brought to the City’s attention.
Meeting Schedule: It was decided to skip the next meeting in January since little is likely to be done during the holidays. The next regular meeting will be the second Monday in February due to a conflict with Presidents Day.
Fuel Dock: No updated status on this item. However, the BCDC representative said that MVA, at a recent meeting with BCDC, had made some indication that they were close to submitting the necessary permit amendment request to BCDC for this facility. This continues to be a priority item for the Coalition.
Yacht Club Building: There is still no resolution of MVA’s request to alter the original permitted designs for the re-facing of the yacht club building. The plans still under development all have engineering problems related to wind vulnerability and/or problems related to weight and the support pilings. CDD also is still pressing for a resolution that includes a revised kayak dock design (see below).
Restaurant/Harbormaster’s Office: MVA still has not applied to renew this expired permit. The yacht club has raised a possible issue with blockage of their fire exit by the new building and want to make sure that is taken into account in the final design.
Flooding on Breakwater Connector & East Jetty (playground): BCDC met with MVA regarding Amendment #5 which deals with resolution to the flooding issues at these two locations. BCDC stated that amendment #5 is progressing but several items are still needed, including approval from the Regional Water Quality Control Board (RWQCB) and the National Marine Fishery Service (NMFS). BCDC anticipates having approvals by March 2019. The MVA proposal includes a raised boardwalk across much of the connector span and a slightly relocated kayak launch facility that would meet ADA access requirements. The proposal also includes a raised berm around the playground spit to block rising tides.
Kayak Dock: The kayak doc redesign proposed by the City/yacht club/kayak group continues to await MVA’s approval. MVA continues to assert that they are not interested in installing this more expensive redesign, and they intend to install the kayak dock as originally approved in the permits. This is an ongoing discussion between the City and MVA and is somewhat tied to a re-facing of the yacht club building.
Sidewalk Blockage:PG&E has completed the relocation of the utility box that was blocking the pedestrian sidewalk and shifted it east to the planter box next to the sidewalk.
Boat Repair Facility & Mixed Use Building: These projects are still in plan check review by relevant City entities.
Pt. San Pedro Road: The construction of the emergency entrance/exit to The Strand near the old Andy’s Market entrance is almost complete. The Coalition has asked the City to provide some information on the plans and timing of the reconstruction of the medians that need to be shifted slightly westward to align with that entrance/exit as well as the required repaving of Pt. San Pedro Road at the Lochinvar intersection and eastward to this new entrance/exit.
Andy’s Market Exterior Lighting:Now that the dirt pile at the west edge of the project property has been removed, some lighting on the west end of Andy’s Market is proving to be bothersome to neighbors in The Cove development. CDD will meet with Andy Bachich and The Cove representative on our committee to discuss a resolution.
