Loch Lomond Marina Update

On Monday October 19, 2020, the Coalition’s Marina Committee (Committee) met with the S.R. Community Development Department (CDD), S.R. Dept. of Public Works (DPW) and Safe Harbor Marinas (SHM) for our regular monthly review of the developments at The Village at Loch Lomond Marina. The Coalition’s Marina Committee members represent the community and, especially, the four surrounding residential subdivisions (Bayside Acres, Loch Lomond and San Pedro Cove). This meeting was held as a Zoom video conference.

[NOTE:With the sale of the marina and related assets, there are now two owner/developers involved in this property; Marina Village Associates (MVA) for unsold residential properties at The Strand, and Safe Harbor Marinas (SHM) for the marina and related assets. MVA also retains responsibility for some of the projects in the marina area as part of the sale agreement.]

With the absence of BCDC and MVA at this meeting and no progress report provided by them, there was no status on the progress of the various BCDC permit amendments, pending permits and MVA projects. Any information was gleaned by inference from SHM, DPW and CDD. Requesting MVA’s attendance was discussed and DPW agreed to speak with them on this matter.

Following is a summary report on the items discussed at this meeting:

Fuel Facility & Dock: The BCDC permit is still apparently held up at the Bay Area Water Quality Review Board (WQRB). DPW was asked to inquire with MVA who retains responsibility for obtaining this permit, and SHM was asked to inquire with the WQRB, to ascertain why there continues to be a delay in getting clearance.

Harbormaster’s Office,Yacht Club Re-facing, Boat Repair Facility: The S.R. building permit applications are still pending Plan Review. CDD indicated that this is being expedited. These permit requests may require minor changes due to building code changes that apply since the original permit was submitted.

Kayak Dock (between Yacht Club and Boat Launch Ramp): A permit is required from BCDC but no indication of progress from MVA regarding their submission of the agreed design to BCDC for approval. DPW was asked to work with MVA to urge their completion of this task.

Kayak Launch Ramp (at the Breakwater connector): The ramp was originally included in Permit Amendment #5 with BCDC. However, changes in the ramp configuration requires a new permit amendment for this project. There has been no indication that MVA has submitted the required permit amendment to BCDC.

Dock Pilings: The deteriorated condition of many (over 60) dock pilings necessitates immediate remediation by SHM. This is their highest priority. SHM has received WQRB and BCDC approval. CDD/DPW intend to expedited processing of the related S.R. permit for completion by the end of the week and SHM intends to immediately begin the necessary work to be completed prior to winter.  

Breakwater Connector & East Jetty (playground) Flooding:  BCDC’s status of approval of MVA’s submitted construction plans are unclear. DPW and SHM were asked to urge MVA and BCDC to move forward on this matter. DPW stated that MVA was pursuing additional bonding with their bonding agent which is needed to cover the planned work. At that point, DPW would accept the planned improvements assuming BCDC is in agreement and the work could proceed.

East Jetty Playground: Apparently, MVA has lost contact with their maintenance contractor and is looking for a new contractor. Hence, lapses in current maintenance activity, especially for the playground area. Meanwhile, the playground remains closed in spite of the controlled re-opening of other SR parks and playgrounds. While the City has not yet accepted the final improvements for the public access easement given some items that need to be completed, DPW agreed to speak with MVA on this matter and see if the opening of the playground can be expedited.

Loch Lomond Drive Traffic Calming: There was a discussion on three issues: Speeding on Loch Lomond Drive from the roundabout to the east along the Marina Green, vehicles not stopping at the stop signs at both ends of Bay Harbor Way, and vehicles not stopping for pedestrians at the marked crosswalks. The question was raised about what entities had jurisdiction (The Strand HOA, the Master Village Association, MVA, SHM, CDD and the SRPD) now and in the future when the City accepts the subdivision improvements. There was also some discussion regarding alternatives and methods in dealing with the issue. The Strand HOA, SHM and DPW agreed to investigate and bring info back to this group at our next meeting. DPW suggested that they talk with the City’s Traffic Engineer to get input on what could/should be done and pursue with MVA as to what they might accept as their responsibility to accomplish.

Path Lighting from Marina Green to West Side of Development: The bollard lighting installation and power is dependent on the construction of the Harbormaster’s Office. Meanwhile, possible temporary lighting might be installed. The Yacht Club suggested solar lighting on the roof of the yacht club and would discuss that with SHM. It was pointed out, however, that this problem extends past those buildings to the unpowered light bollards on the path to the boundary with San Pedro Cove and the west jetty parking. SHM stated that there might be a way to provide temporary power to the light bollards and would have an update at the next meeting.

Residential Housing Construction: Any further work is apparently on hold pending future sale of property by MVA. The Below Market Rate (BMR) Agreement has been ratified and MVA has paid 50% ($1.8M) of the required fee with the remaining 50% due shortly. This should enhance the property’s salability.

Loch Lomond Drive Street Sign: Street signs are being configured that would identify both Lochinvar and Loch Lomond Drive. Exact placement has not been determined and the current status was unknown. DPW said they would follow up at the next meeting, assuming that the signage hadn’t already been installed by then.
