On Monday February 11, 2019, the Coalition’s Marina Committee (Committee) met with the S.R. Community Development Department (CDD) and S.R. Dept. of Public Works (DPW) for our regular monthly review of the developments at The Village at Loch Lomond Marina (aka “The Strand”). [NOTE: MVA below refers to Marina Village Associates, the owner and developer of this property.]
The public is encouraged to communicate with the Marina Committee using the Contact the Marina Committee form to raise any issues or concerns so that they may be brought to the City’s attention.
Scheduled Public Hearing: The majority of the items on the City’s “punch list” that needed to be completed before the City would accept responsibility for the public access areas have been corrected or done. The exceptions are the flooding issue on the connector to the breakwater, flooding on the playground spit, and completion of the public access path starting at the yacht club toward the property line with The Cove. The DPW intends to submit a request to the City Council at a regular meeting in March to accept the completed public improvements including the streets, parking, utilities infrastructure, boardwalk, marina green and the western jetty. If the Council approves, then all ongoing maintenance of the accepted areas will become the responsibility of the Marina’s Special Tax District set up for that purpose instead of the responsibility of MVA. This would also proportionately reduce the City’s bond requirements on MVA. When that hearing is scheduled, we will post it here on the Coalition website.
Fuel Dock: BCDC has confirmed that MVA has submitted the necessary permit amendment request to BCDC for this facility. This will be part of Permit Amendment #5 submitted by MVA that is currently under review for approval by BCDC. (See the information on the Flooding issue as well as the Boat Repair Facility below.)
Yacht Club Building: MVA did submit a re-design of the facade which Paul shared with the group at this meeting. He asked that our committee provide him a response to that design by Friday, February 15, which we have done. Our response was generally in favor of that re-design with some reservations. CDD also is still pressing for a resolution that includes a revised kayak dock design (see Kayak Dock below).
Restaurant/Harbormaster’s Office: MVA still has not applied to renew this expired permit. The yacht club has raised a possible issue with blockage of their fire exit by the new building and want to make sure that CDD takes this into account in the final design. They are also asking for an awning at the entrance matching existing and planned awnings elsewhere.
Flooding on Breakwater Connector & East Jetty (playground): MVS has submitted to BCDC a revised Permit Amendment #5 which deals with resolution to the flooding issues at these two locations which has already been approved by the City. It, also, now includes the plans for a fuel dock facility at the marina. BCDC has reviewed that revised Permit Amendment #5 and returned it to MVA for further engineering information. BCDC stated that it is hopeful that this will be approved by the end of March.
Kayak Dock: The kayak doc redesign proposed by the City/yacht club/kayak group continues to await MVA’s approval. This is an ongoing discussion between the City and MVA and is tied to final approval of a re-design of the yacht club building facade.
Sidewalk Blockage: PG&E relocated the utility box that was blocking the pedestrian sidewalk to the planter box next to the sidewalk. All that remains is the reconstruction of the sidewalk, which is the first order of work once the storms have ceased.
Boat Repair Facility & Mixed Use Building: These projects are still in plan check review by some City agencies. The demolition of the current Boat Repair Facility is tied up with this permit approval. However, the demolition of the building is a prerequisite to under-grounding the utilities on the power poles along the west side of the property as well as the construction of the pipeline between the planned fuel storage tank and the fuel dock. It also plays a role in the completion of the pedestrian access path between The Cove and the marina since a power pole is in the way. The Committee asked CDD to consider separating the demolition permit should the construction permit be measurably delayed.
Pt. San Pedro Road: The construction of the emergency entrance/exit to The Strand near the old Andy’s Market entrance is complete. The Coalition has asked the City to provide some information on the plans and timing of the reconstruction of the medians that need to be shifted slightly westward to align with that entrance/exit. Status was also requested on the required repaving of the Pt. San Pedro Road/Loch Lomond Drive/Lochinvar intersection and Pt. San Pedro Road eastward to this new entrance/exit using the same sound-deadening asphalt as was originally used to pave the roadway. No information on this matter was available at the meeting.
Andy’s Market Exterior Lighting: There remains some lighting on the south side and west end of Andy’s Market that is proving to be bothersome to neighbors in The Cove development. This lighting does not conform to the permit requirements. CDD has meet with Andy Bachich and will meet with him again in order to resolve this issue.
The Cove/Marina Property Line: The Cove has asked MVA to extend the boundary fencing, using a low 3′ fence, from its current terminus to the sidewalk at Pt. San Pedro Road to inhibit incursion into the planting area there. MVA has agreed. There is still a missing bollard at the entrance to the public access path at Pt. San Pedro Road to prohibit vehicles from entering which was there prior to the commencement of construction.
The Strand HOA Monument: The Strand is considering the creation of a sub-development monument at the entrance to The Strand at Pt. San Pedro Road. This work is still under early design, placement and cost evaluation.
