The monthly meeting of the Coalition’s Marina Committee (Committee) with the various agencies and entities involved in The Village at Loch Lomond Marina development was held by Zoom on Monday, August 15, 2022.
The following text references various Village owners, governmental agencies, companies and other entities, often by acronym. A detailed description of these entities can be found on The Village-Who’s Who page.
Following is a summary report on the items covered at this meeting:
Harbormaster’s Office: The original design plan for this building was sent out for bid for design and construction. SHM stated that responses came in double what was expected. SHM is considering their options for reducing the construction costs as well as reflecting the issues raised by the community and BCDC regarding the entrances to the restroom/laundry facilities being on the public plaza.
Yacht Club Refacing: SHM stated that they were strongly considering separating the refacing of the yacht club building and the construction of the Harbormaster’s Office which were originally expect to occur together. Given the delay on progress of the Harbormaster’s Office building, SHM said they were considering proceeding with the yacht club refacing. No final decision has yet been made.
Fuel Facility & Dock: MVA stated that all permits that could be issued have been issued, and any remaining permits will require an active permit request, primarily with RWQCB. MVA is no longer in the responsibility loop, and it is entirely within SHM’s responsibility. Since SHM has yet to determine the economic feasibility of this facility, no such request for construction will be forthcoming soon. It was agreed to hold this item in abeyance until SHM comes to a determination. At S.R. CDD’s suggestion, it will remain on the agenda but not be actively discussed until January 2023, or sooner if SHM decides to activate it.
Residential Housing Construction: Trumark Homes’ representative was on vacation, so there was no update on the construction progress.
Breakwater Connector & East Jetty (playground) Flooding, Kayak Ramp at Connector: The revised plans to deal with some uncovered elevation issues using sheet piling was reviewed by BCDC and given a conditional “go ahead.” MVA plans to use the materials on hand for the playground work to use in this revised breakwater connector plan. Meanwhile, the playground will continue to remain open until more material is received and construction begins there. MVA continues to expect the project to be completed by year-end, aided by a later-than-usual start of the king tide season. MVA was also asked to work with the Coalition’s Wetlands Committee on enhanced informative/educational wetlands signage. MVA agreed to connect the Wetlands Committee with MVA’s representative and WRA to discuss this request.
Kayak Dock (between Yacht Club and Boat Launch Ramp): The dock was installed, but MVA stated that a problem has come up regarding the bottoming of the gangway leading to the dock during a very low tide. The dock, however, didn’t bottom out and dropped lower than the gangway causing problems with the aluminum ramp joining the gangway and dock. The kayak dock has been temporarily closed as a result. The solution proposed is to move the dock roughly 17’ further out on the gangway (toward the Bay), giving more depth to avoid bottoming out. This will require some changes in the connection between the dock, gangway, gangway piling, and access ramp, and require some guard rail adjustments. The dock will remain closed until these changes are completed.
Mixed Use Building: MVA continues to search for a buyer for this parcel. There was some discussion of possible changes to the plans for this building to accommodate potential buyers. They range from refurbishing the existing commercial building to constructing a two story 10-condo building (currently, the plans call for a two-story building with the first floor being commercial and the second floor being five condos). Any of these changes would require some degree of design review and approval by the relevant S.R. agencies.
