The monthly meeting of the Coalition’s Marina Committee (Committee) with the various agencies and entities involved in The Village at Loch Lomond Marina development was held by Zoom on Monday, September 19, 2022. [NOTE: The October meeting has been cancelled due to scheduling conflicts. The next meeting will be November 21.]
The following text references various Village owners, governmental agencies, companies and other entities, often by acronym. A detailed description of these entities can be found on The Village-Who’s Who page.
Following is a summary report on the items covered at this meeting:
Harbormaster’s Office: The SHM construction team is still re-evaluating the design plan for this building given the high bids received construction. SHM stated that they are looking at their options for reducing the construction costs as well as reflecting the issues raised by the community and BCDC regarding the entrances to the restroom/laundry facilities being on the public plaza. SHM stated they were considering, among their options, moving some or all of these facilities to the planned Marina Services Building (that is intended to replace the now-demolished boat repair building). Meanwhile, SHM is evaluating landscaping work on the parcel to beautify it while decisions regarding the building are in flux.
Yacht Club Refacing: SHM stated continue to evaluate separating the refacing of the yacht club building from the construction of the Harbormaster’s Office which were originally expect to occur together. Given the delay on progress of the Harbormaster’s Office building, SHM said they were considering proceeding with the yacht club refacing. No final decision has yet been made.
Fuel Facility & Dock: Since all permits have been issued barring those needed when final construction plans are submitted, and since SHM has yet to determine the economic feasibility of this facility, no such plans for construction will be forthcoming soon. It was agreed to remove this item from the agenda until SHM comes to a determination to proceed.
Residential Housing Construction: Trumark Homes stated that all building permits have been issued. Construction progress is going well despite some material delays. There have been some delays in obtaining PG&E service connections to the residential homes and obtaining a special stainless steel transformer that is required due to the salinity of the area. Trumark is hoping for a late November or early December completion of these stand-alone single family units. Work is well underway on one of the three remaining multi-unit townhomes and is beginning on a second one.
Breakwater Connector & East Jetty (playground) Flooding, Kayak Ramp at Connector: MVA stated that all the low tide work has been completed that had to be done in the early hours of the morning (outside the permitted work hours). Work is progressing well on the kayak launch ramp (90% complete). The sheet piling installation is complete, and work should begin next week (Sept 26) on the playground jetty which will require it to be closed for the remainder of the year. Kayak Dock (between Yacht Club and Boat Launch Ramp): The dock is completely installed, and only awaiting final inspection by S.R. DPW. It is now unofficially open for use.
Mixed Use Building: MVA stated that they are working with their sales broker to bring in a landscape contractor to clean up the landscaping along PSPR and remove invasive weeds. MVA stated that they continue to actively market this property. MVA stated that there is a lack of interest in using this parcel as it is currently permitted. There is a likelihood that any new owner will submit a new design for this property which will likely require a full design review and other processes required by S.R. for a new construction project.
