The bi-monthly meeting of the Coalition’s Marina Committee (Committee) with the various agencies and entities involved in The Village at Loch Lomond Marina development was held by Zoom on Monday, January 23, 2023. [NOTE: Starting in January 2023, these meetings will be held every other month.]
The following text references various Village owners, governmental agencies, companies and other entities, often by acronym. A detailed description of these entities can be found on The Village-Who’s Who page.
Following is a summary report on the items covered at this meeting:
Harbormaster’s Office: SHM continues to evaluate their options for reducing the construction costs as well as reflecting the issues raised by the community and BCDC regarding the impact on the public plaza. Meanwhile, SHM plans for this building are on indefinite hold. CLARIFICATION: This is the proposed building next to the yacht club building between that building and the public plaza area next to Andy’s Market. While planning changes will place the Harbormaster’s office elsewhere on the property, this building had been given this name and it is “fixed” in the BCDC and S.R. permitting process.
Yacht Club Refacing: SHM stated that their plans are on hold due to construction costs.
Restroom Facilities for Boat Launch Ramp Clients: These facilities were planned to be placed in future buildings that are currently on indefinite hold due to construction costs. Meanwhile, temporary port-a-potty facilities have been placed in the parking area near the boat launch ramp behind Andy’s Market and have been there for some time. SHM has been asked to find a better solution rather than have these temporary facilities on-site for an extended period.
Pedestrian Walkway Between the Roundabout and San Pedro Cove: This path, which has a public access easement, is yet to be completed. Path lighting bollards from the roundabout to the boat launch ramps have yet to be installed. The lighting bollards west of the boat launch ramps to the entrance to San Pedro Cove are installed but not powered. There are also other aspects of this path that have yet to be completed. The power for these two sections of bollards were to come from buildings that are on indefinite hold. SHM was asked to find another source, or a temporary source, to power these bollards so there was adequate lighting at night.
Residential Housing Construction: Trumark Homes stated that there have been weather and PG&E delays to the residential homes currently under construction. Trumark expects completion next quarter for those residences, but they are pausing construction on the remaining townhomes and single-family homes due to rising interest rates and the downturn in the economy. This will have an effect on some of the public access walkways between Pt. San Pedro Road and the marina which continue to be in a construction zone and closed to the public. This continues to cause pedestrians arriving from the east to walk much further before being able to enter the marina.
Breakwater Connector & East Jetty (playground) Flooding, Kayak Ramp at Connector: MVA stated that work is very nearly complete on the breakwater connector and kayak launch ramp. The boardwalk is complete, and the path is almost complete, still needing crowning of the decomposed granite to prevent ponding during rain. On the playground jetty, they have started work on the ADA ramps, stairs, and permanent fencing. Work on the landscaping and irrigation is also nearly complete. The breakwater connector should be fully complete and open to the public very soon with the playground to follow shortly thereafter. To open the breakwater connector prior to the playground will require permission from BCDC and S.R. since this work is under a single permit. NOTE: There were some concerns expressed by the community that bay water was not reaching the wetlands under the elevated walkway. MVA clarified that both BCDC and their independent biologists determined that these particular wetlands were basically fresh water wetlands from rain with occasional bay water from high king tides and that the water flow was as expected and planned. Mixed Use Building: MVA stated that they are in final negotiations with a buyer and expect to be in escrow within a week. This is the parcel with the currently-empty commercial building on the corner of Pt. San Pedro Road and Loch Lomond Drive. Once the sale is complete, we will hopefully learn the intent of the new owner.
