The bi-monthly meeting of the Coalition’s Marina Committee (Committee) with the various agencies and entities involved in The Village at Loch Lomond Marina development was held by Zoom on Monday, September 18, 2023. [NOTE: These meetings are held every other month.]
The following text references various Village owners, governmental agencies, companies and other entities, often by acronym. A detailed description of these entities can be found on The Village-Who’s Who page.
Following is a summary report on the items covered at this meeting:
Harbormaster’s Office: No change in status. SHM stated that they have now assigned a project manager tasked with moving this item as well and the Yacht Refacing and Marina Services Building projects forward. Hopefully, this will result in some positive progress to report in the future.
Yacht Club Refacing: No change in status. [See the Harbormaster’s Office above]
Pedestrian Walkway Between the Roundabout and San Pedro Cove: This path along the Yacht Club/public plaza and the boat ramp, which has a public access easement, is yet to be completed. The twelve lighting bollards are all now installed and powered. The completion of other work on this path remains unscheduled and assigned to the new project manager.
Residential Housing Construction: Trumark said that current construction will begin at the end of September for the townhomes on the existing pad and pouring the foundation pad for the remaining townhome building and adjacent single-family residences at end of October. Trumark estimates that construction normally takes about 9 months to complete.
Trumark presented the plans for the removal of the sales office and construction of the single-family home on that parcel (see graphic below – click on it for an enlarged view). That work would begin on or about October 2 and the removal of the Sales Office completed by October 16. This work will entail the temporary closing of some parking spaces adjacent to the Sales Office and the closure for 24 hours (October 16) of a section of Loch Lomond Drive from the roundabout to just past the Sales Office necessitating using Bayharbor Way as an alternative route. Actual construction of the residence at that parcel will likely require the closure of the adjacent sidewalk and parking spots during construction.
Some issues related to the primary public pedestrian pathway from Pt. San Pedro Road roughly down the middle of The Strand subdivision from Pt. San Pedro Road to the marina are being resolved. The implementation of the bioswales for drainage will begin immediately. The removal of the temporary walkway and completion of the front yards of the four townhomes facing this walkway will be done once funding by MVA and detailed planning are resolved.
East Jetty (playground): The news here is not encouraging. The work is nearing completion but there is still some irrigation to be installed as well as plantings and some other corrections on the handicap walkway and other portions of the site. Unfortunately, MVA has been less than cooperative in moving this work forward, and leverage capability by both BCDC and the S.R. agencies is lacking. The Coalition plans to meet with the governmental parties to see what can be done to move this project to completion.
Mixed-Unit Building: The original permit was to be for a two-story building with commercial space on the first floor and five condos on the second floor. Andy Bachich, who purchased this parcel from MVA, is planning a revised building that would be three stories with parking on the ground floor and ten residential units on the upper two floors (no commercial space). The building will remain the same height and footprint as the original permit, so no changes are anticipated to the subdivision improvement agreements. Andy said that the exterior design will mimic that of Andy’s Local Market with a flatter roof than in the original plans in order to retain the original height. These plans are still in early stages and do not yet have the needed S.R. agencies’ approvals.
