The final bi-monthly meeting of the Coalition’s Marina Committee (Committee) with the various agencies and entities involved in The Village at Loch Lomond Marina development was held by Zoom on Monday, May 20, 2024.
NOTE: A discussion was held at the conclusion of this meeting as to whether these regular bi-monthly oversight meetings should continue. The purpose of these meetings was to ensure that the construction and development of the Village at Loch Lomond Marina remained within the limits of the entitlements and permits, and that construction work did not negatively affect the surrounding communities. With the near-completion of the development, that objective has been met.
However, it was agreed that ad hoc meetings could be convened should it become necessary to deal with some issue or concern related to the Village at Loch Lomond Marina. The Pt. San Pedro Road Coalition’s Marina Oversight Committee will continue to operate as a monitor and oversight group and will remain available to host and chair any future such ad hoc meetings and to work with any subset of this group to resolve issues as needed.
One of the outstanding issues of concern to the community is the status of the parcel between the Loch Lomond Yacht Club building and Andy’s Local Market. Originally slated to be a small building housing the Harbormaster’s Office and facilities for the live-aboards. The property, owned by SHM, is in limbo with no active plans to move forward. Whatever happens with this parcel will have a direct impact on the public plaza adjacent to it which has become a very popular gathering spot. When SHM is ready to proceed with this property in some manner, the Coalition’s Marina Oversight Committee will become involved to represent the community interest.
The following text references various Village property owners, governmental agencies, companies and other entities, often by acronym. A detailed description of these entities can be found on The Village-Who’s Who page.
Following is a summary report on the items covered at this meeting:
Residential Housing Construction: Trumark gave a final presentation on the progress of this construction. He felt that all construction was proceeding apace and should be fully completed in the next month or two. Trumark will be applying for BCDC and S.R. final approvals and release shortly. They stated that all units have been sold with the exception of one townhome.
East Jetty (playground): While the playground is now open, only MVA currently has responsibility for maintenance of this jetty since the work is not yet accepted by BCDC and DPW. As a result, the City has not accepted this parcel under the Mello Roos District (CFD) umbrella for ongoing maintenance. The lack of maintenance is generating an unsafe condition, both due to weeds and to damage and deterioration of the playground equipment. Much of the conversation on this topic centered on how to move the acceptance process forward so that regular maintenance can proceed. DPW said they would speak with the contractor and BCDC on the matter.
Community Facilities District (CFD, aka Mello Roos District): This entity was formed to collect taxes from all of the owners within the Village at Loch Lomond Marina development. Those funds are used to maintain the privately owned but public overlay access areas such as the Breakwater Access Trail (BAT) to the breakwater, the Marina Green, Loch Lomond Drive, and other such areas. The funds are managed by the DPW on behalf of the Village at Loch Lomond Marina which contracts for the firm that provides that maintenance. This is identical to the CFD that was formed some years ago for the maintenance of the medians along Pt. San Pedro Road, the taxes for which are collected along with property taxes from all the owners along the roadway.
An issue that was raised is that the boundaries inside the Village at Loch Lomond Marina development within which the CFD applies did not include some areas that should have been a part of the CFD. This includes, for example, the portion of the Bay Trail that starts at the boundary with the San Pedro Cove HOA and passes between the Loch Lomond Yacht Club and Andy’s Local Market. It also doesn’t include the roadway that passes through Andy’s Local Market parking lot between Loch Lomond Drive and the boat launch ramp parking and west jetty beyond. The DPW was officially requested by Maribeth Bushey, City Councilmember, to provide a proposed revision of the CFD boundaries to include these missing areas when it provides the annual funding report to the City Council in July.
