On Monday December 18, 2017, the Coalition’s Marina Committee (Committee) met with the S.R. Community Development Department (CDD), S.R. Park and Rec (P&R) and S.R. Dept. of Public Works (DPW) for our regular monthly review of the developments at The Village at Loch Lomond Marina (aka “The Strand”). The Bay Conservation and Development Commission (BCDC) did not attended. The public is encouraged to communicate with the Marina Committee using the Contact the Marina Committee form to raise any issues or concerns so that they may be brought to the City’s attention.

The following items were discussed:
Construction Progress: Wicking has begun on the old Andy’s Market site. This consists of drilling “wicks” deep into the soil and then connect them to drains to siphon bay water and mud away to compact the soil in preparation for constructing residences. This “wicking” is followed by placing a “surcharge” of dirt on top to provide weight to accelerate that drainage process. However, no permits have yet been requested by MVA for that next step. That permit must also include plans to protect plants during construction, including oak trees in the wetland area and a large Canary Island palm near PSPR.
Also, little progress has been seen on the residential pads that have been poured for some time. Further, while permits were issued for the restaurant/harbormasters office building between Andy’s Market and the Yacht Club, no construction progress has been seen. CDD is perplexed as to why progress has been so slow and met with MVA in December to discuss this issue. The City has requested that measurable progress be seen by January 31, 2018 in a letter to MVA dated December 12, 2017.
Fuel Dock: While MVA has committed to re-opening the fuel dock and has hired a firm to plan that process, no further progress has been reported and not permit amendment has been provided to BCDC as will be required. In that same December 12, 2017 letter, the City requested that MVA submit a permit amendment application to BCDC for the fuel storage facility and the fuel dock.
Yacht Club: The yacht club is continuing lease negotiations with MVA but progress is slow. CDD will write a letter to MVA detailing the uses and restrictions imposed by the permits on the yacht club building to encourage progress in these negotiations. This letter will also address the re-facing requirments to bring it visually in line with the rest of the project.
East Jetty (Playground) & Breakwater Connector Flooding: A revised plan is to be provided by MVA to the City by the end of 2017 and the City will respond to MVA by the end of January 2018 regarding acceptance of this plan. Assuming agreement, the plan would be presented to BCDC for review and approval along with City agreement for long-term responsibilities related to potential flooding due to sea level rise. This plan would also include the kayak launch ramp facility that is at the parking lot end of the connector.
Kayak Dock: The kayak dock planned for the area next to the boat launch ramps has raised several issues. The dock proposed by P&R shows an expanded footprint to enable handicap kayakers and paddle boarders. CDD indicated that this expanded use was not part of the original approved plan and permits. Also, any expansion would result in problems for the yacht club making it difficult for them to have reciprocal agreements with others clubs to berth their boats when they visit. P&R will work with the yacht club, DPW and MVA to develop a solution acceptable to all parties.
Parking and Signage at the Hammerhead: The hammerhead is the paved area at the east end of the parking area and the beginning of the connector out to the breakwater. It is intended for emergency vehicle use only. However, the only sign that is presently there implies public parking. In the aforementioned December 12, 2017 letter, the City requested MVA to correct the signage as well as curb and pavement painting to reflect this restricted use by January 31. 2018.
Loch Lomond Drive/Lochinvar Road/Pt. San Pedro Road Intersection: Questions were raised by the community on Nextdoor as to the appropriate timing of this signal. DPW investigated and made some corrective actions. [NOTE: A full description has been posted on this website as well as in Nextdoor]. There is still a problem with disconnected in-road sensors in the westbound lanes of Pt. San Pedro Road caused by PG&E work that will require repair.
Commercial Signage on Pt. San Pedro Road: Andy’s Market has requested a commercial sign be erected on eastbound Pt. San Pedro Road approximately were the current wooden commercial sign is located. The size and design of such a sign was submitted to CDD but some corrections are required before it can be approved.
