On Monday May 15, 2017, the Coalition’s Marina Committee met with the S.R. Community Development Department (CDD) and S.R. Dept. of Public Works (DPW) for our regular monthly review of the developments at The Village at Loch Lomond Marina (aka “The Strand”). The Bay Conservation and Development Commission (BCDC) also participated by conference call. The public is encouraged to communicate with the Marina Committee using the Contact the Marina Committee form to raise any issues or concerns so that they may be brought to the City’s attention. [NOTE: MVA below refers to Marina Village Associates, the owner and developer of this property]
The following items were discussed:
Drug Activity At the Playground Area: The Marina Committee co-chairs met with a member of the S.R. Police Street Crime Task Force (Officer Lilah Gavlick) to discuss the alleged drug activities at the playground on the east jetty. Officer Gavlick said they would increase patrols for the next month or so to discourage that activity and would inform Dispatch of the situation. She stated that people should call the SRPD to report activity and can remain anonymous if they wish.
BCDC Cease & Desist Order: BCDC stated that MVA has met all the conditions identified in their Cease & Desist Order and have paid all outstanding fines.
Fuel Dock – The fuel dock was not included in the original MVA permits with BCDC nor included in the latest BCDC Permit Amendment 4. It was suggested that it be included in the BCDC Permit Amendment 5 submission by MVA due June 30. The Community Development Department intends to write a letter to MVA stating the City’s position on the requirement of a fuel dock and fuel station as a part of the project description of the Village at Loch Lomond Marina submitted by MVA and approved by the City. The letter will state that the City expects MVA to include the fuel dock in BCDC Permit Amendment 5 due June 30, 2017. The letter will also state that if MVA wishes to omit the fuel facilities, the City will require a formal request from MVA to amend that approval and that the Community Development Department would oppose this request.
Marina Restaurant and Harbormaster’s Office: The building permit has been issues and construction should start soon. This is a building that will be adjacent to the yacht club and across a small plaza from Andy’s Market.
East Jetty (Playground) & Breakwater Connector Flooding: The BCDC-mandated Flooding Study was completed and delivered to BCDC on April 28, 2017. It has not yet been made public but we understand that there are three alternatives presented to resolve the connector flooding and one presented for the east jetty/playground. BCDC requires that a plan to resolve this flooding issue based on this study be submitted to BCDC by June 30, 2017 as part of Permit Amendment 5. It is unclear at this time when the flooding study will be made public or whether public hearings on the flooding resolution will be required.
Andy’s Local Market: Due to delays, primarily related to PG&E, Andy Bachich is now targeting sometime in early June to move to the new location. The move will require the old market to close and several days to elapse before the new market can open. We will inform the public as soon as we have more information.
Public Area Maintenance: It has been pointed out by several residents that the sand in the playground is not being maintained. This is also true of the paths on the west jetty (past the temporary Harbormaster’s Office). MVA is responsible for the maintenance of the public areas and apparently has contracted a company, managed by the Harbormaster, for that service. The City has agreed to follow up on this issue to ensure proper maintenance is being performed.
Backflow Devices at Roundabout: Three rather large and ugly water backflow plumbing devices were installed at the roundabout. They were identified in the original plans but their visual impact was not recognized at that time. It is highly unlikely they will now be moved, so the issue turns to how they might be masked (painting, plantings, etc.). The City will follow up and obtain answers.
