Loch Lomond Marina Update

On Monday June 19, 2017, the Coalition’s Marina Committee met with the S.R. Community Development Department (CDD) and S.R. Dept. of Public Works (DPW) for our regular monthly review of the developments at The Village at Loch Lomond Marina (aka “The Strand”). The Bay Conservation and Development Commission (BCDC) also participated by conference call. The public is encouraged to communicate with the Marina Committee using the Contact the Marina Committee form to raise any issues or concerns so that they may be brought to the City’s attention. [NOTE: MVA below refers to Marina Village Associates, the owner and developer of this property]

The following items were discussed:

Fuel Dock – The fuel dock was not included in the original MVA permits with BCDC nor is it to be included in the next BCDC Permit Amendment 5 due at the end of June 2017. A BCDC permit amendment will be required and BCDC has stated it has no objection to this facility. The Community Development Department wrote a letter to MVA stating that the City requires a fuel dock and fuel station as a part of the project description of the Village at Loch Lomond Marina submitted by MVA and approved by the City. The letter also stated that if MVA intends to omit the fuel facilities, the City will require a formal request from MVA to amend the permits and that the Community Development Department would oppose this request. Discussion was held about what leverage the City might exert on MVA to ensure this facility is implemented. The Coalition is following this situation very closely.

East Jetty (Playground) & Breakwater Connector Flooding: The BCDC-mandated Flooding Study was completed and delivered to BCDC on April 28, 2017. It will be made public when MVA submits a plan to resolve the flooding issue based on this study which is to be submitted to BCDC by June 30, 2017 as part of Permit Amendment 5. BCDC has stated that the proposed solution to be submitted by MVA will not require a public hearing.

Kayak Launch and Kayak Dock: A kayak launch ramp is planned at the beginning of the connector to the breakwater and a kayak dock is planned between the yacht club building and the boat launch ramps. Both of these facilities are permitted by BCDC but not mandated. The City approved them as part of the City permits and expects them to be implemented. The launch ramp is proposed as part of the flood repair solution to be submitted by MVA at the end of June 2017. This situation regarding the launch dock remains fluid as there are apparent issues regarding ADA compliance as well as lot line conflicts.

Andy’s Local Market: Due to various delays, Andy Bachich is now targeting sometime in July to move to the new location. The move will require the old market to close and several days to elapse before the new market can open. We will inform the public as soon as we have more information. The Coalition has asked the City to review the external lighting on the market building to ensure that it is compliant with the City’s permits.

Backflow Devices at Roundabout: Three rather large and ugly water backflow plumbing devices were installed at the roundabout. They were identified in the original plans and will not be moved. The plan is to paint them black and plant low shrubs around them. Black paint was chosen since it tends to make objects seem to disappear.

Boat Repair Facility: Plans were submitted to the City for this building and appear to conform to permits. The plans are currently being reviewed by the Community Development Department.
