On Monday July 18, 2016, the Coalition’s Marina Committee met with the S.R. Community Development Department and S.R. Dept. of Public Works (DPW) for our regular monthly review of the developments at The Village at Loch Lomond Marina. The public is encouraged to communicate with the Marina Committee using the Contact the Marina Committee form to raise any issues or concerns so that they may be brought to the City’s attention.
The following items were discussed:
Public Hearings: Two public hearings have been identified but not yet scheduled. The first will be with the Park & Rec Department to define a name for the public recreational facilities (boardwalk, spits, playground). The second will be with the S.R. City Council to establish the Community Facility District (CFD – otherwise known as a Mello-Roos District) that will be the taxation district to support the maintenance of this public facility. That district encompasses the residential and commercial facilities within the Village at Loch Lomond. When these hearings are set, the Coalition will notify residents. The former may occur later this year but the latter will not be until sometime next year.
Yacht Club: The City wants the developer to update the facade of the Yacht Club to be commensurate with the rest of the development. They have received revised plans that include this update, but the developer wants to postpone that actual work until after all the other development activity is completed. The City would consider such a schedule but wants some means to ensure that it will be done. This issue is still being discussed between the City and the developer.
Eastern Spit (connection to the Breakwater): There continues to be great concern regarding the frequent flooding of this area. The City has contacted BCDC for input and guidance and BCDC has appointed the assigned Code Enforcement person, Maggie Weber, to also serve as the Case Manager for this project. She is bringing herself up-to-speed on the issues and will be meeting with the City and Coalition in the near future.
Public Access to Central Spit Playground: While the playground in the central spit is essential complete, it is fenced off and not available to the public. The developer is reluctant to make this facility available until the City formally accepts the completion of the public facilities and assumes responsibility. However, the City has stated that it will not do so until another winter has passed and it can assess whether the facilities installed to prevent flooding are satisfactory. The City along with the City Attorney are working with the developer to try to find a solution that would allow this facility to open prior to the anticipated formal acceptance by the City next year.
Pt. San Pedro Road Repaving: The question of how extensive the repaving of Pt. San Pedro Road will be is still unresolved. The original permits only identified the need to repave the intersection at Pt. San Pedro Road, Lochinvar Road and Loch Lomond Drive. However, subsequent work extended road trenching well into Lochinvar as well as east of this intersection on Pt. San Pedro Road. The Coalition committee asked if the repaving of Pt. San Pedro Road would be done as a single stretch from the intersection eastward to the current entrance to Andy’s (this entrance will be shifted west to match the emergency entrance to the Strand). The S.R. Dept. of Public Works stated that they would inspect this situation and get back to the Coalition.
Lochinvar Road Repaving: The initial stretch of Lochinvar Road from the intersection with Pt. San Pedro Road to the first intersection within Loch Lomond will be micro-resurfaced curb-to-curb. This is something less than a full grinding and repaving but more than just an oil coating. This work is in the planning stages as the PG&E work is reaching a conclusion. However, there is still uncertainty as to what work will be done at the intersection of Lochinvar/Locksly/Bonnie Banks. The S.R. Public Works Dept. is working to resolve how the intersection, which contains a large patch due to recent work, will be treated. The current asphalt patches in the walkways are temporary during construction and will be replaced with permanent concrete sidewalks.
