The bi-monthly meeting of the Coalition’s Marina Committee (Committee) with the various agencies and entities involved in The Village at Loch Lomond Marina development will next be held by Zoom on Monday, March 20, 2023. A summary of that meeting will be posted shortly thereafter. [NOTE: Starting in January 2023, these meetings are held every other month.] However, there has been significant concern as to the status of the Breakwater Access Trail (BAT) that connects the parking area to the breakwater. The BAT has been closed to the public for quite some time for re-construction to better deal with tidal action and install a kayak launch ramp. It had been scheduled for re-opening last November 2022 but remains closed.
The following text references various Village owners, governmental agencies, companies and other entities, often by acronym. A detailed description of these entities can be found on The Village-Who’s Who page.
Before discussing the status of the BAT, it should be noted that the remaining parcels owned by MVA have been sold. The new owner is Andy Bachich (Andy’s Local Market). The parcels include the one currently containing the now-abandoned commercial building at the corner of Pt. San Pedro Road and Loch Lomond Drive and the vacant parcel between that one and the parking area for Andy’s Market (also known as Lot E). Lot E is permitted as a parking area for both Andy’s Market and the multi-use building that was planned for the first parcel. Any new plans for the utilization of the multi-use building parcel is not yet known.
Regarding the BAT and kayak launch ramp, most of the construction has been completed but there are some items on what the S.R. DPW calls the “punch list” that are yet to be completed. However, S.R. DPW has issued a letter to MVA giving them permission to open the BAT to the public while these remaining items are completed. An additional dispensation was granted as the work on the BAT and on the east jetty/playground are under the same permit and technically cannot be deemed completed until all that work is completed.
Another entity that must give similar permission is BCDC. It is believed that BCDC has given MVA such permission but that has not yet been confirmed.
Currently, in a status report on February 27, 2023, MVA states that work to complete the project on both the BAT and playground are proceeding. The report states, “For safety purposes, we want to complete these punch list items and need to complete the last of the planting and irrigation with hopes of opening the BAT [and kayak launch ramp] next week.” That would imply opening the BAT the week of March 6.
As for the total project including the playground, the report states, “At the Playground and EJT [East Jetty Trail], we have now finished the concrete work for the new stairs and ramps, as well as the concrete cap on the sheet pilings, and completed the majority of the pathway grading. We are installing the railing and the chain-link fence posts, and are getting ready to start the final grading and install the landscaping.” The report further states, “… we are getting close to finished. We remain diligently focused in completing all of these projects quickly and as weather allows, for a spring grand opening.”
