Loch Lomond Marina Update

On Monday August 17, 2015, the Coalition’s Marina Committee met with the S.R. Community Development Department for our regular monthly review of the developments at The Village at Loch Lomond Marina. Attending this review were all the members of the Marina Committee, Paul Jensen (Community Development Director) and Josh Minshall (civil engineer) and Chris Bartunek (consulting project engineer) for S.R. Department of Public Works (DPW). The public is encouraged to communicate with the Marina Committee regarding any issues or concerns so that they may be brought to the City’s attention via this communication channel.

The following items were discussed:

  1. West Jetty Remediation: The previous location of the fuel tanks on the west jetty (adjacent to San Pedro Cove) is being remediated and that project should be just about completed now. This entailed removal of all contaminated soil and replacement with good soil. There is still no definitive date as to when the fuel dock will be completed and re-opened.
  2. Dredging: Dredging of the entrance channel to the marina has been completed and dredging is underway in the marina basin itself. Dredging will be done up to the dock with the covered berths. The area beyond that dock will not be dredged. During this discussion, the committee asked about the area of the levee in the eastern inlet that had failed many years ago that was causing silting and whether it could be repaired as part of this work. We were informed that this area is outside the scope of this project and would require special permits and approvals from multiple agencies.
  3. Restaurant: The planned restaurant continues to be an integral part of the site plan. These plans continue to be in the development stage and have not yet been submitted to the Community Development Department for review.
  4. Design Review Board Hearing on Lighting Plan: Our committee met with Paul Jensen a week earlier to go over the revised lighting plans that included the input from the previous DRB meeting. All the DRB suggestions were included in this revision, including the lowering of many of the light poles from 20′ to 16′ to reduce the light dispersion. Our request to not add any additional light poles at the eastern end of the parking area were not included and 3 additional poles were added to compensate for the pole height reduction. [NOTE: At the DRB meeting the next night (Tuesday, August 18, 2015) the submitted plans were approved,]
  5. Andy’s Market: Community Development has received building plans (for the shell, not the interior) and permit applications from the developer for review. It could be a couple of months before approval and construction is initiated. At the previous monthly meeting, the committee raised a question regarding the sound barrier to the rear of the new Andy’s Market where delivery trucks will unload. This barrier is required in order to protect the San Pedro Cove community to the west of the market from truck noises and for screening. The committee asked that the proposed sound barrier specifications be reviewed to determine if sound-dampening effectiveness could be improved by raising the wall height from the proposed 6′ to mask the noise of refrigeration units on truck roofs. This item was not discussed at this meeting.
  6. Path from the Boardwalk to the Breakwater: Original plans show elevation changes along this path rather than a flat path. However, apparently the developer submitted a change request to BCDC to remove the elevation changes, ostensibly in order to facilitate water movement in and out of the wetlands and marina basin. It appears that BCDC approved this change request without contacting the City for input and approval. The City is investigating this matter to determine what action, if any, they should take.
  7. Disruptions and Temporary Patches on Lochinvar Rd.: Community Development and DPW stated that the developer is responsible for restoration/remediation work for work done in the public right-of-way on Lochinvar. DPW will review the existing and planned work. DPW was asked to keep the Loch Lomond HOA apprised of the work in installing lights and control systems at the intersection at Lochinvar and their work in the area around the Loch Lomond HOA signage and planting.
  8. Public Rest Room Facility: Paul Jensen stated that the current location of the restroom and fish station facilities at the marina basin side of the hammerhead (at the east end of the parking area) may be relocated to the upland side of the hammerhead. The kayak entry ramp at this location is planned to be constructed of rubberized mesh netting.
