Loch Lomond Marina Update

On Monday July 20, 2015, the Coalition’s Marina Committee met with the S.R. Community Development Department for our regular monthly review of the developments at The Village at Loch Lomond Marina. Attending this review were all the members of the Marina Committee, Paul Jensen (Community Development Director) and two members of his staff. The public is encouraged to communicate with the Marina Committee regarding any issues or concerns so that they may be brought to the City’s attention via this communication channel.

The following items were discussed:

  1. The site drawings that had been posted at various points at the site have been removed. They were for illustrative purposes only and lacked several details resulting in confusion on the part of those trying to use them. Instead, there will be more detailed information available in the Sales Office on site as well as very detailed drawings available at the S.R. Community Development Department offices (3rd floor, City Hall).
  2. Fuel Dock: The committee received confirmation from John Arvin of Woodbridge (property owners) via Paul Jensen that the fuel dock for refueling boats in the water will be re-opened. Mr. Arvin stated that “although the fuel storage is being moved to the upland area, the fuel dock is critical to the marina operations.” However, we have not received any information as to the timing of when the fuel dock will again be available, and quite likely it will not be until later stages of the site development.
  3. Restaurant: The planned restaurant continues to be an integral part of the site plan. A change is being proposed to move the Harbormaster’s Office from its originally planned location in the Andy’s Market building to be adjacent to the restaurant and the marina residents’ shower/restroom facilities and next to the launch ramp. Currently, these plans are in the development stage and have not yet been submitted to the Community Development Department for review.
  4. Design Review Board Hearing on Lighting Plan: At the last DRB hearing, the submitted lighting plan was reviewed and changes were requested by the DRB. Community Development has tentatively schedule the re-hearing for August 18, 2015 at 7:00pm pending the receipt of revised plans from the developer.
  5. Andy’s Market: Community Development has received building plans (for the shell, not the interior) from the developer for review but has some comments on facade design and details that differ from the originally DRB-approved specifications. They expect it could be a couple of months before final approval is sought from the DRB. A question was also raised regarding the sound barrier to the rear of the new Andy’s Market where delivery trucks will unload. This barrier was required in order to protect the San Pedro Cove community to the west of the market from truck noises. The committee asked that the proposed sound barrier specifications be reviewed to determine if sound-dampening effectiveness could be improved.
  6. Path from the Boardwalk to the Breakwater: Community Development has confirmed that this path from the end of the boardwalk to the beginning of the breakwater path will be decomposed granite. While BCDC approved a change from decomposed granite to asphalt on the path along the breakwater, that approval did not extend to this connective path. No elevation change of this path is planned in order to facilitate water movement in and out of the wetlands and marina basin. Thus, this area may still be subject to occasional flooding during exceptionally high tides.
  7. Disruptions and Temporary Patches on Lochinvar Rd.: The committee was assured that PG&E is required to repair all damages done to the roadway, curbing, telephone poles and sidewalks as a result of construction due to the marina project. PG&E’s approach is to perform temporary patches and “accumulate” permanent repairs so they can be done more efficiently and cost-effectively across a broader geographic area. Thus, final repairs may be somewhat delayed as a result. The committee remains concerned about the repaving of Lochinvar Rd. to repair the damage from trenching in the roadway that was done in order to construct underground utilities to the new marina development. The committee feels that the repaving of this entry road to the Loch Lomond neighborhood (Pt. San Pedro Road to Bonnie Banks) should be done commensurate with the repaving of the Pt. San Pedro Road/Lochinvar/Loch Lomond Drive intersection and to the same level of quality as specified for that intersection.
