Loch Lomond Marina Update

On Monday June 21, 2021, the Coalition’s Marina Committee (Committee) conducted its monthly meeting with the various agencies and entities involved in The Village at Loch Lomond Marina development. This meeting was held as a Zoom video conference.

Meeting Attendees, Descriptions and Abbreviations

The Pt. San Pedro Road Coalition’s Marina Oversight Committee: represents the general community, including the surrounding subdivisions and The Strand HOA.
S.R. Community Development Department (CDD): is the City agency responsible for, among other things, the management of planning processes, issuance of development permits and overseeing the subsequent construction.
S.R. Dept. of Public Works (DPW): is the City agency responsible for infrastructure planning, construction and maintenance. This includes roads, utilities and public spaces.
The Village at Loch Lomond Marina Master Association (VLLMMA): is the overall entity that represents all owners of parcels within the Village at Loch Lomond Marina and owns some of the public access parcels within the development. Also known as the “Master Association.”
Safe Harbor Marinas (SHM): is the owner of the marina and marina-related parcels.
Trumark Homes: is the owner of the undeveloped/unsold residential parcels in The Strand as well as the parcel at the corner of Loch Lomond Drive and Pt. San Pedro Road currently containing the commercial building
Marina Village Associates (MVA): was the owner of the undeveloped/unsold residential parcels but has sold those parcels to Trumark Homes. However, MVA retains some responsibility for completion of work on some of the public access parcels along the waterfront.
Bay Conservation and Development Commission (BCDC):is the California agency charted with protecting and enhancing San Francisco Bay and encouraging the Bay’s responsible and productive use for this and future generations. As such, they have shoreline responsibilities that includes much of the Loch Lomond Marina.
Regional Water Quality Control Board (RWQCB): The San Francisco Bay RWQCB has authority over any activities that may affect the Bay. Their charter is “To preserve, enhance, and restore the quality of California’s water resources and drinking water for the protection of the environment, public health, and all beneficial uses, and to ensure proper water resource allocation and efficient use, for the benefit of present and future generations.”
Army Corps of Engineers (ACOE): Similar to the RWQCB but with a broader mission, which is to “Deliver vital engineering solutions, in collaboration with our partners, to secure our Nation, energize our economy, and reduce disaster risk.” Like the RWQCB, the ACOE has jurisdiction over any actions that could affect the Bay.

Following is a summary report on the items discussed at this meeting:

Fuel Facility & Dock: Final clearance and approval by BCDC awaits approvals by the RWQCB and the ACOE. While it is expected that RWQCB’s approval will be granted in the next 30-90 days, ACOE could take 6 months or longer. After that, actual construction of this facility is at the discretion of SHM based on economics and priorities.

Harbormaster’s Office: SHM and Andy’s Market have agreed on the configuration of this building to accommodate a café and the live-aboard shower and laundry facilities. There are still some components of the lease agreement with Andy’s Market to resolve. The Harbormaster’s Office will move to the Marina Services Building (where the old boat repair shop was located). The “Harbormaster’s Office” building will probably be renamed at some point. Final plans need to be submitted to CDD for review and approval and a building permit issued.

Breakwater Connector & East Jetty (playground) Flooding: Final approval by BCDC awaits approval from RWQCB and ACOE. Given the expected time those will take, MVA stated that the target construction start of 7/5/21 and completion by 11/1/21 before king tide season is in jeopardy. Until it is clear when RWQCB and ACOE approvals will be completed, MVA cannot provide BCDC with expected start and end dates for construction, which BDCD requires to issue its final approvals.

Kayak Dock (between Yacht Club and Boat Launch Ramp): The only remaining obstacle is obtaining RWQCB and ACOE approvals. MVA stated that the dock will be delivered mostly constructed and require only a few days to install. MVA is hopeful that it will be installed by year-end.

Kayak Launch Ramp (at the Breakwater connector): RWQCB and ACOE approvals remain the only obstacles to proceeding with the work on this ramp and the breakwater connector and east jetty/playground work. As a result, any predictions on when the work will begin or be completed are in limbo. 

Pt. San Pedro Road Repaving: As part of the construction permits, the areas at the Loch Lomond Drive/Pt. San Pedro Road intersection and the area at the emergency exit from The Strand that were trenched during the earlier phases of construction, must be repaved using the same sound-deadening asphalt originally used on the roadway. MVA states that they expect this work to be done later this summer, but do not yet have any specific schedule.

Residential Housing and Mixed-Use Building Construction: The removal of the extra surcharge dirt has been completed. Trumark Homes is now doing the trenching and installation of the services, sewer and water lines and will then install the foundation pads. Building permits have been filed with CDD and are under review. The finalized parcel map for the replacement of the commercial building with a mixed-use building (commercial on first floor, 5 condos on second floor) has been filed with DPW by MVA. The completion of the sale of this parcel by MVA to Trumark Homes is contingent on the approval of this parcel map.

Marina Services Building: (aka Boat Repair Facility and Marina Utility Building) Move of the Harbormaster’s Office to the south end of this building facing the boat launch ramps is being planned as well as other uses.

Turn Signal Control: The issue of signal controls at the Loch Lomond Drive/Pt. San Pedro Road intersection was again raised given the safety issues, primarily of westbound left turns from Pt. San Pedro Road onto Loch Lomond Drive. There have already been some accidents and near-misses. DPW has stated that they are aware of this situation and will take it under consideration. After a discussion, it was decided that this issue is not in the purview of the Marina Oversight Committee but should be referred to the Coalition’s Roadway Committee for further discussions with DPW, The Strand and other interested parties.

Speed & Parking Enforcement: The issue of vehicular speed and parking controls on Loch Lomond Drive was raised. It was pointed out that, while this roadway has public access, it is a private road. Therefore, with few exceptions, SFPD is not responsible for monitoring or enforcing speed or parking restrictions there. However, the overall Marina Master Association does have authority in this area and can impose and, to some extent, enforce these restrictions. The President of that Association has agreed to take this matter to the Association Board for consideration.
