Loch Lomond Marina Update

The normal monthly meeting on February 21, 2022, of the Coalition’s Marina Committee (Committee) with the various agencies and entities involved in The Village at Loch Lomond Marina development was cancelled due to holiday and other scheduling conflicts. Instead, this meeting was held as a virtual meeting with the attendees providing an email report. The following is a summary of those reports. The next monthly meeting will be held on Monday March 21, 2022.

The following text references various Village owners, governmental agencies, companies and other entities, often by acronym. A detailed description of these entities can be found on The Village-Who’s Who page.

Following is a summary report on the items covered by reports at this “virtual meeting:”

Fuel Facility & Dock: No updated status 

Harbormaster’s Office: No updated status other than the design will consider the views from the plaza in the final plans which should be available soon.

Breakwater Connector & East Jetty (playground) Flooding, Kayak Ramp at Connector: Excellent news was conveyed on this subject. On February 10, 2022, MVA received final approval from ACOE, RWQCB, and BCDC to commence construction of the flooding repairs and kayak ramp.  MVA has forwarded the approvals to the City of San Rafael and are awaiting their permits, and to schedule the pre-construction meeting.  Their hope is to start construction (installing BMP’s and temporary fencing) around March 14th.  MVA is working with the contractor to get the contract in place and to start pre-ordering material. The downside here is that once the fencing is erected, the breakwater and the playground jetty will be inaccessible until the construction is complete, which is not likely before the start of Winter 2022.

Kayak Dock (between Yacht Club and Boat Launch Ramp): There is more good news here. Similar to the Breakwater Connector status, on February 10, 2022, MVA received all the same approvals to commence construction for the kayak floating launch ramp and dock.  They have forwarded the approvals to the City of San Rafael and are awaiting their permits, and to schedule the pre-construction meeting.  In addition, MVA has completed the contract with Mid-Cal Construction and has pre-ordered the fabrication and material.  They are working with the contractor to obtain the estimated dates for material fabrication and delivery.

Storm Drain: DPW reported that the storm drain replacement that removed the filter causing the flooding problem has been completed.

Loch Lomond Drive Traffic Calming & Parking: The Loch Lomond Village Board met on 2/16/2022 and approved the funding of up to $10,000 for traffic calming on Loch Lomond Drive. A final approval is needed from the city as to the scope of the work. At this same meeting, the Village Board drafted a parking plan for the required 52 assigned live-aboard spaces and 12 designated public parking spaces. SHM will review and respond with any comments. The Village will now seek bids for the asphalt striping and numbering for the 64 spaces. Timeframe for completion has not yet been determined. 

Loch Lomond Drive Landscaping: The city has taken over responsibility for the landscaping that is included in the CFD (Mello-Roos Tax District) as of 2/16/2022. Individual property owners are responsible for the landscaping fronting their lots, including the Strand, Andy’s Market, the marina, and mixed-use unit. Forester and Kroeger has been provided a notice to proceed on the common properties, islands and street-sides, and work has commenced. Replanting of some areas is needed but there are also water district restrictions currently in place that will impact timing. 

Marina Services Building: Plans for this building, which replaces the old boat repair building, have been submitted to CDD for review and approval. These plans depict the interior layout within the approved footprint.

Residential Housing Construction:  Trumark Homes stated that lots 8 through 20 have been permitted by the City of San Rafael.  Construction framing has already begun on lots 17-20.  Permits for all the remaining lots onsite will be submitted the week of 2/22/22 they are hoping permits to be issued 2nd week in March.  Construction of the homes are projected to take about 7-8 months for the single family detached and 9–10 months for the three townhome buildings. 

Mixed Use Building: The parcel map has been signed by all parties with the exception of the Board of Supervisors who will sign after the County Tax Accessor, who has requested they do a reassessment of the property before they sign.  Once the Accessor signs it, MVA can pick up the map and take it to the Clerk of the Board of Supervisors for signature and recording. As for the sale from MVA to Trumark, MVA is working with Trumark for an extension on the contract, as the time allowed within the Purchase Agreement has lapsed.

Restrooms at the Marina Launch Ramp: SHM is planning to have two restrooms in the Marine Services Building. One of these is being considered for launch ramp customers’ use. SHM will not be providing restrooms for the general public at this time.
