Loch Lomond Marina Update

The monthly meeting of the Coalition’s Marina Committee (Committee) with the various agencies and entities involved in The Village at Loch Lomond Marina development was held by Zoom on Monday, April 18, 2022.

The following text references various Village owners, governmental agencies, companies and other entities, often by acronym. A detailed description of these entities can be found on The Village-Who’s Who page.

Following is a summary report on the items covered by reports at this meeting:

Harbormaster’s Office: SHM has provided a draft plan for this building. The exterior is exactly the same as the original approved design and, so, reflects no subsequent changes. The interior footprint for the live-aboard laundry and restroom facilities has been reduced and the space for the commercial use expanded. However, what will occupy that space is undetermined. SHM stated that this design is tentative and subject to change. SHM must obtain a permit extension from BCDC, approval of any changes, and relevant permits from CDD before proceeding.

Residential Housing Construction:  Trumark Homes reported that construction slowed a bit this past month while waiting for various PG&E and MMWD approvals. However, construction is now well underway with most of the single-family homes’ foundations poured.  Permits for some of the three townhome buildings have been issued and the remaining are expected to be issued this week.  Construction of the residences are projected to be completed by the end of 1Q2023. The construction sequence will progress in phases starting with the parcels nearest the marina and bay and move toward Pt. San Pedro Road.

Breakwater Connector & East Jetty (playground) Flooding, Kayak Ramp at Connector: MVA is pre-ordering material and has a contract with Ghilotti Construction. A 2-week bird nesting survey must be conducted prior to starting construction, and that survey is planned for early-to-mid-May. Their plan is to start construction around June 1 with the work continuing until November.  Once the construction fencing is erected around June 1, the breakwater and the playground jetty will be inaccessible until the construction is completed. MVA will be posting signage to this effect shortly.

Kayak Dock (between Yacht Club and Boat Launch Ramp): MVA has completed the contract with Mid-Cal Construction and has ordered the fabrication and material.  They are working with the contractor to obtain the estimated dates for delivery and intend to rapidly install the dock as soon as it is received.

Mixed Use Building: MVA stated that the parcel map has been completed but not recorded. MVA is interested in selling the parcel rather than develop it, so they are looking for a buyer before recording the parcel map.

Loch Lomond Drive Parking/Traffic: The Loch Lomond Village Assn board will be paying for the initial work on the speed limit reduction to 15mph, repainting crosswalks, moving stop signs and stop bars and marking the parking slots reserved for the live-aboards. This work should start in late-May, but will be coordinated with MVA’s work on the breakwater and playground. Speed cushions are planned but will be postponed until all construction is completed. It was pointed out that the Village Assn will have to resolve enforcement of all the parking space usage including towing. There is still a decision to be made regarding stickers or rear-view-mirror placards for the vehicles assigned for live-aboard usage.
