Loch Lomond Marina Update

The monthly meeting of the Coalition’s Marina Committee (Committee) with the various agencies and entities involved in The Village at Loch Lomond Marina development was held by Zoom on Monday, June 27, 2022.

The following text references various Village owners, governmental agencies, companies and other entities, often by acronym. A detailed description of these entities can be found on The Village-Who’s Who page.

Following is a summary report on the items covered at this meeting:

Harbormaster’s Office: SHM has reaffirmed that the proposed design of this building is the same one that was submitted and approved in the past while the interior layout and potential use has changed over time. However, the BCDC permit expired last year and the S.R. building permit expired in June 2022. There was strong concern by several attendees that this design, with the entrances to the marina tenants’ bathroom, shower and laundry facilities located on the public plaza side of the building, was not conducive to the ambiance of that public plaza. SHM was urged to reconsider this design in favor of one that placed these entrances either on the west side of the building or in the corridor between it and the yacht club building. The CDD stated that such a change would not trigger any design review requirements. While SHM stated that they would take this under advisement, it was not clear that there was any serious commitment. It may require public pressure to get SHM to seriously reconsider the current design.

Restroom Facilities: The requirements of this project called for public restrooms in two locations; (1) at the playground on the east jetty and (2) at the entrance to the breakwater connector on the east end of the property. No public facilities were required at the marina boat launch ramps. Andy’s Market and the Loch Lomond Yacht Club have facilities for their users but not for the general public nor for the launch ramp customers. SHM has been urged to resolve this oversight by providing facilities for their customers. They have stated that they are investigation solutions but have not yet presented one to this group.

Fuel Facility & Dock: SHM reiterated that the economic viability of this facility is not clear and that nearby marinas which have these facilities may prove sufficient along with a fuel discount SHM is offering its marina tenants. However, it is important to keep this option open and to resolve all outstanding permit requirements with relevant agencies. SHM pledged to follow up to ensure that all these permit requirements are satisfied.

Residential Housing Construction:Construction of all the standalone cottages and homes are well underway. Construction of the townhomes will begin shortly. All construction is projected to be completed by the end of 1Q2023.

Breakwater Connector & East Jetty (playground) Flooding, Kayak Ramp at Connector: This construction work is intended to mitigate the flooding problems on the connector to the breakwater and on the playground jetty. This work is mandated by BCDC, S.R. and other governmental agencies. Included in this work is the construction of a kayak launch ramp at the beginning of the connector near the parking area. Work began and abruptly stopped when a problem was discovered related to elevations and water flow under the planned boardwalk. MVA is currently working with BCDC and other involved entities to resolve this issue and feels it has a workable solution that will be acceptable to BCDC and S.R. The issue does not affect the RWQCB and ACOE permits. In the interim, the breakwater access will be reopened to the public until this issue is resolved and the needed additional materials arrive. MVA felt that this could take up to three to four weeks but would not delay the conclusion of the construction in November. The playground will continue to remain open until construction begins there. MVA agreed to place temporary signage explaining the situation.

Kayak Dock (between Yacht Club and Boat Launch Ramp): MVA stated that Mid-Cal Construction has completed the fabrication of the dock.  However, there continues to be a supply delay for the dock floats. Once the floats are received, rapid installation of the dock is expected.

Mixed Use Building: MVA continues to search for a buyer for this parcel.

Loch Lomond Drive Parking/Traffic: Speed limit signage and parking/signage for the parking slots reserved for the live-aboards were installed. Re-striping was done for crosswalks as well as repositioning stop signs and stop bar stripes. Speed cushions are planned but will be postponed until all construction is completed. An extensive discussion was held regarding the overall requirements for parking as well as the division of parking between The Strand, Andy’s Market, the marina boat launch, the marina tenants and the public in general. S.R. permits require a parking study to be conducted one year after full completion of the construction, but this is an unknown timeframe given the uncertain future of the mixed use building parcel. It was determined that the Village at Loch Lomond Association should initiate a committee to study and make a recommendation on a future parking plan that addresses the needs of all parties involved.
