Loch Lomond Marina Update

On Monday May 20, 2019, the Coalition’s Marina Committee (Committee) met with the S.R. Community Development Department (CDD) and S.R. Dept. of Public Works (DPW) for our regular monthly review of the developments at The Village at Loch Lomond Marina (aka “The Strand”). [NOTE: MVA below refers to Marina Village Associates, the owner and developer of this property.]

The public is encouraged to communicate with the Marina Committee using the Contact the Marina Committee form to raise any issues or concerns so that they may be brought to the City’s attention.

As a first order of business, the schedule for the next monthly meeting on June 17 was discussed. Due to conflicting summer schedules and the lack of meaningful progress on this construction project, it was decided to cancel the June meeting and hold the next meeting on the scheduled date of July 15, 2019.

Fuel Dock: While BCDC has stated that MVA has completed the necessary permit amendment request to BCDC for this facility, there is additional information that BCDC is requesting. This project’s implementation plans are intended be part of Permit Amendment #5 submitted by MVA that is currently under final review by BCDC. The request for additional information may cause BCDC to separate the fuel dock to a new permit amendment request. This is so as not to delay the finalization and progress of the flooding issues (see below) that are part of BCDC Permit Amendment #5.

Restaurant/Harbormaster’s Office: MVA still has not applied to renew this expired permit. While BCDC has approved MVA’s Permit Amendment #6 which provides a delayed completion dated for this facility than was previously approved by BCDC, that delay is only until December 1, 2019.

Flooding on Breakwater Connector & East Jetty (playground): MVA’a revised Permit Amendment #5 to resolve the flooding issues at these two locations is still incomplete. This also includes the installation of a kayak launch ramp at the entrance to the connector. No further status was obtained from BCDC.

Exterior Lighting on the South and West Faces of Andy’s Market: Some issues were raised regarding light pollution from this lighting directed toward The Cove residential community. The lights were physically lowered and the wattage reduced. CDD has yet to inspect this work to determine if it resolves the issue.

Kayak Dock: MVA is obtaining construction costs of the redesign kayak dock proposed by CDD, yacht club and kayak group which has been accepted by MVA. This dock is to be installed between the yacht club building and the boat launch ramp.

Boat Repair Facility & Mixed Use Building: MVA has still not yet submitted a permit request for this demolition and construction.

Completion of the Cove-to-Marina Path: The demolition of the boat repair building is a prerequisite to under-grounding the utilities on the power poles along the west side of the property as well as the construction of the pipeline between the planned fuel storage tank and the fuel dock. It also plays a role in the completion of the pedestrian access path between The Cove property and the marina since a power pole is in the way.

Surcharge Removal: The surcharge dirt on the old Andy’s Market area is intended to provide weight to compress the soil below and enable construction on that area. The timing of that work is dependent on a soils engineer reporting that soil compaction has completed. An April 2019 report stated that the compaction is going slower than expected and it may be several months before compression is complete and the excess soil can be removed. Only then can construction begin on the residences there.
