Loch Lomond Marina Update and Marina Web Pages Update

On Monday December 21, 2020, the Coalition’s Marina Committee (Committee) conducted its monthly meeting with the S.R. Community Development Department (CDD), S.R. Dept. of Public Works (DPW) and Safe Harbor Marinas (SHM) for review of the developments at The Village at Loch Lomond Marina. Not in attendance at this meeting were Marina Village Associates (MVA), owner of the undeveloped parcels in The Strand, and the Bay Conservation and Development Commission (BCDC). However, both entities provide email summaries that were included in the meeting proceedings. This meeting was held as a Zoom video conference.

As an aside, the Coalition website pages covering this Loch Lomond Marina development underwent a significant update in early December 2020 to reflect both the history of this property and the current state of its development. Readers are encouraged to review those pages to get an up-to-date understanding of the progress, or lack thereof, in the progress of construction. There is now a separate page documenting the entities that are involved as owners of the property or have unique responsibilities regarding property development and/or maintenance.

Following is a summary report on the items discussed at this meeting:

Fuel Dock: The BCDC permit continues to be held up at the Bay Area Water Quality Control Board (WQCB) for unknown reasons. We continue to try to find out the cause and move the approval forward.

Harbormaster’s Office: The CDD building permit has been issued and SHM has paid the requisite fees, with the possible exception of the Sanitation District fees. SHM said they would take care of payment of this fee and hope to initiate construction shortly. BCDC issued an extension to their permit which was set to expire December 2020.

Yacht Club Re-facing: SHM stated that they are in the final stages of providing info to BCDC to move this forward with, hopefully, only a simple BCDC clearance needed. There were minor changes due to building code changes and a redesigned trellis/canopy at the entrance. SHM hopes to begin this work in January 2021.

Kayak Dock (between Yacht Club and Boat Launch Ramp): BCDC is awaiting documentation from MVA, but there has been no progress since May 2020 from MVA in submitting the agreed-upon design to BCDC for approval. A request has been sent to MVA asking for an explanation of the delay and urging progress.

Kayak Launch Ramp (at the Breakwater connector): The ramp was originally included in BCDC’s Permit Amendment #5. However, changes in the ramp configuration requires a new permit amendment for this project. MVA has submitted their plans to BCDC for approval, but BCDC is asking MVA to confirm that all relevant federal and state agencies have approved of, or have no objections to, the changes.

Dock Pilings: Over 60 dock pilings have been repaired or replaced by SHM. This phase has been completed but more pilings are in need of work. That is expected to occur either Spring or Fall 2021.

Breakwater Connector & East Jetty (playground) Flooding:  BCDC has approved MVA’s submitted construction plans with some minor requirements for changes. The Coalition and The Strand made a request to remove the unused fish station, but this has not been acted upon at this point. The major hold up at this point is the BCDC approval of the changed kayak launch ramp design (see above) which is part of the overall construction plans for this flooding work.

East Jetty Playground Opening: It seems clear that this playground will not be re-opened prior to the planned flooding work being done (see above) and San Rafael accepting the work as completed.

Loch Lomond Drive Traffic Calming: The San Rafael Traffic Engineer’s recommendations to resolve speeding and parking issues were reviewed with the Village at Loch Lomond Marina Association (VLLMA). The VLLMA is the master association for the Village at Loch Lomond Marina and is the owner of the common parcels on this property (including the marina green and boardwalk, the two jetties including the playground and Loch Lomond Drive). It will be the responsibility of VLLMA in conjunction with MVA, which continues to hold some development responsibilities, to arrive at, and implement, a solution.

Path Lighting from Marina Green to West End of Development: The bollard lighting power source is dependent on the construction of the Harbormaster’s Office. Difficulties have arisen in identifying an interim power source that might be used. This could require some cooperation between VLLMA, MVA and SHM. Possible solutions are being investigated.

Residential Housing and Muli-Use Building Construction: MVA has stated that any further construction is dependent on the sale of the property to a residential developer. No such sales activity has currently been identified by MVA.

Loch Lomond Drive Street Sign: Street signs are being configured that would identify both Lochinvar and Loch Lomond Drive. DPW had aid they expect these signs to be installed by this December meeting. However, that has not happened and DPW was asked to investigate and respond.
