Loch Lomond Marina Update

On Monday November 19, 2018, the Coalition’s Marina Committee (Committee) met with the S.R. Community Development Department (CDD) and S.R. Dept. of Public Works (DPW) for our regular monthly review of the developments at The Village at Loch Lomond Marina (aka “The Strand”). [NOTE: MVAbelow refers to Marina Village Associates, the owner and developer of this property.]

The public is encouraged to communicate with the Marina Committee using the Contact the Marina Committee form to raise any issues or concerns so that they may be brought to the City’s attention.

The Cove-to-Marina Connection Path: The Bay Trail path connecting the Marina Green to the path in The Cove HOA is nearing completion. The “last yard” which completes the connection at the property boundaries is yet to be done. This will require the removal of the power poles.

Fuel Dock:This continues to be a priority item for the Coalition. Draft construction drawings from an engineering firm hired by MVA for the fuel storage facility and dock was provided informally to the City. This is encouraging, but there is still the need for MVA to submit a formal request for permits with the City and BCDC before it can move any further.

Yacht Club Building: There is still no resolution of MVA’s request to alter the original permitted designs for the re-facing of the yacht club building. The plans still under development all have engineering problems related to wind vulnerability and/or problems related to weight and the support pilings.

Restaurant/Harbormaster’s Office: MVA still has not applied to renew this expired permit.

Flooding on Breakwater Connector & East Jetty (playground): Significant progress has been made in resolving the issues preventing BCDC from issuing permit amendments to resolve these flooding issues. The City formally supports the MVA proposal which includes a raised boardwalk across much of the connector span and a slightly relocated kayak launch facility that would meet ADA access requirements. The proposal also includes a raised berm around the playground spit to block rising tides. The City has prepared the required CEQA Clearance Letter (an addendum to the CEQA report) and provided it to MVA. The City has also prepared the required construction permit amendments and given them to MVA. MVA has, in turn, submitted these documents to BCDC. It is now up to BCDC to approve BCDC Permit Amendment #5. However, it is very likely that work would not begin until Spring 2019, allowing for continued flooding over this winter.

Kayak Dock: The kayak doc redesign proposed by the City/yacht club/kayak group continues to await MVA’s approval. MVA continues to assert that they are not interested in installing this more expensive redesign, and they intend to install the kayak dock as originally approved in the permits. This is an ongoing discussion between the City and MVA.

Sidewalk Blockage:PG&E is now planning to begin the project on December 10, 2018. The utility box, currently sitting directly in the middle of the sidewalk at the marina (south) end, will be shifted east to the planter box next to the sidewalk.

Boat Repair Facility & Mixed Use Building: These projects are still in plan check review by relevant City entities.

Pt. San Pedro Road Landscaping: The Coalition has requested that the City approach MVA to complete the planned landscaping along Pt. San Pedro Road from the old Andy’s market entrance to the east end of the property. The residential construction at the east side of the property has been significantly delayed and its completion date is uncertain. We asked that the landscaping along the roadway edge and sidewalk not await uncertain residential construction. The City said they would take this up with MVA.
