On Monday October 19, 2015, the Coalition’s Marina Committee met with the S.R. Community Development Department and S.R. Dept. of Public Works (DPW) for our regular monthly review of the developments at The Village at Loch Lomond Marina. Attending this review with the Marina Committee were Paul Jensen (Director of Community Development, Dean Allison (Director of DPW), Kevin McGowan (Deputy Director of DPW) Josh Minshall (DPW civil engineer) and Chris Bartunek (DPW consulting project engineer) . The public is encouraged to communicate with the Marina Committee regarding any issues or concerns so that they may be brought to the City’s attention using the Contact the Marina Committee form.
The following items were discussed:
- Construction Schedule on Website: Updates were provided and the website has subsequently been updated. However, construction schedules are fluid and subject to change.
- West Jetty Remediation: Remediation is complete and all contaminated soil has been removed. Preliminary work has begun on the public recreation facilities planned for this area.
- Boat Refueling Dock: No further information is available at this time as to when the refueling dock will be established and opened.
- Restaurant: The planned restaurant continues to be an integral part of the site plan. These plans continue to be in the development stage and have not yet been submitted to the Community Development Department for review.
- Andy’s Market Building: The Community Development Dept. has receive the third iteration of the plans for the shell of the new grocery store and preliminary review indicates that these will be approved. It is expected that the shell will be finished before winter at which time Andy can proceed with the interior construction. No specific date has been set yet for the opening of Andy’s Market at the new location but the transition is planned to occur overnight.
- Andy’s Market Sound Barrier: This sound barrier protects the San Pedro Cove community to the west of the market from truck noises and provides screening at the loading zone. The developer has agreed to increase the height of this sound barrier from 6′ to 8′.
- Breakwater: The breakwater is now open to the public. There are several benches and picnic tables for public use along the path. If you have not yet walked out there, the view of the Bay is spectacular.
- Lochinvar Rd. (Pt. San Pedro Road to Bonnie Banks): S.R. Public Works Dept. is currently determining whether this road section will be resurfaced curb to curb to repair the extensive trenching done to facilitate utilities for the new development. The sidewalk and curbing will be repaired and damaged vegetation will be restored.
- Pt. San Pedro Road/Lochinvar/Loch Lomond Drive Intersection: It has been determined that it will not be possible to install the planned new traffic signal which was to include a control system utilizing a camera function. Loops in the roadway will continue to be the signal light control system as is currently in use. Existing pole locations and foundations will be used but the light signals themselves will be replaced with new ones. When this work and the work on the sidewalks and curbing are completed, the area around the Loch Lomond monument will be repaired and restored. In addition, the intersection itself will be repaved curb-to-curb as required in the Marina permits. The DPW is currently in negotiations with Dutra to use the same sound-deadening asphalt that was used in the original roadway repaving project.
