On Monday September 21, 2015, the Coalition’s Marina Committee met with the S.R. Community Development Department for our regular monthly review of the developments at The Village at Loch Lomond Marina. Attending this review were all the members of the Marina Committee, Paul Jensen (Community Development Director) and Josh Minshall (civil engineer) and Chris Bartunek (consulting project engineer) for S.R. Department of Public Works (DPW). The public is encouraged to communicate with the Marina Committee regarding any issues or concerns so that they may be brought to the City’s attention via this communication channel.
The following items were discussed:
- West Jetty Remediation: New soil has been placed in the remediation area where the contaminated soil was removed and grading is underway. The contaminated soil, currently mounded and covered on the property, is planned to be removed this week.
- Boat Refueling Dock: No further information as available at this time as to when the refueling dock will be established and opened.
- Restaurant: The planned restaurant continues to be an integral part of the site plan. These plans continue to be in the development stage and have not yet been submitted to the Community Development Department for review.
- Andy’s Market Building: The plans for the shell of the new grocery store have been through one examination and a second will be done. The shell should be approved within the next three weeks. It is expected that the shell will be finished before winter at which time Andy can proceed with the interior construction.
- Andy’s Market Sound Barrier: The committee had previously raised a height question regarding the sound barrier to the rear of the new Andy’s Market where delivery trucks will unload. This sound barrier protects the San Pedro Cove community to the west of the market from truck noises and provides screening. Paul explained that the 6′ height for the sound wall by the loading dock in the approved plans was recommended by a sound consultant. Jeff, on behalf of San Pedro Cove, requested a higher, 10′ sound wall to have greater effectiveness in capturing and deflecting sound from the refrigeration units on the truck tops. Paul said the City cannot insist that it be done since the 6′ height is part of the approved permits. Paul indicated that he thinks a full 10′ probably is not necessary but will consider taking this request to the developer. Jeff expressed San Pedro Cove’s appreciation for Paul’s identification that the length of the proposed sound wall was shorter than specified in the permits and getting that corrected.
- Breakwater: The breakwater should be opened to the public soon. There is still a need to install a picnic bench in the area and finish the public restroom facilities.
- Disruptions and Temporary Patches on Lochinvar Rd.: S.R. Public Works Dept. said that the extensive disruptions in Lochinvar Road would be patched rather than the road be resurfaced curb to curb. The sidewalk and curbing will be patched and damaged vegetation will be restored. It is, at this point, uncertain if it will be possible to install the planned new traffic signal which was to include a control system utilizing a camera function. Public Works said they would give advance notice of any work to be done in this off-site area.
