On Monday January 25, 2016, the Coalition’s Marina Committee met with the S.R. Community Development Department and S.R. Dept. of Public Works (DPW) for our regular monthly review of the developments at The Village at Loch Lomond Marina. The December meeting was cancelled due to holiday conflicts. The public is encouraged to communicate with the Marina Committee using the Contact the Marina Committee form to raise any issues or concerns so that they may be brought to the City’s attention.
The following items were discussed:
- Boat Refueling Dock and Restaurant: Both items continue to be on the development plans but no further progress was presented. The Committee continues to request information on these matters.
- Flooding on eastern and central spits: The Committee continues to have considerable concern about the frequency and severity of the flooding in the eastern and central spits (paths, picnic areas, playground). The Pubic Works Department explained that the flooding in the central spit (where the playground is planned), and some flooding that has occurred on the roadway and parking areas parallel to the boardwalk, is partially due to the lack of water gates (sometimes called “flap gates” and “duck bill gates”). These are to be installed but are currently on backorder. Without these gates, high tide can flood into these areas. Even with these gates, however, a combination of high tide and heavy rain (or storm tide surges) can still cause flooding on occasion. Also, these gates only affect the roadway and central spit areas and are not related to the flooding that is frequently occurring on the eastern spit. The City representatives are equally concerned and are working with the developer to resolve the problem, which they define as a “work-in-progress.” It is possible that occupancy permits for the residences could be held up or some other action taken by the City, should it become necessary, to ensure this problem is properly resolved.
- Trashcans, Dog Regulation Signage and Doggie Bags: The Committee has pointed out the lack of adequate permanent trash cans, especially on the eastern boardwalk, eastern spit, breakwater and for the live-aboards. Also, there is insufficient and inadequate signage regarding leash regulations and doggie bag dispensers in these public areas. The City said they would look into this issue.
- Pt. San Pedro Road/Lochinvar/Loch Lomond Drive Intersection: The Committee received confirmation that the intersection will be repaved (curb-to-curb and full intersection width) using the same sound-deadening asphalt as was used in the original Pt. San Pedro Road repaving. This will be done in the spring at the same time as the rest of Point San Pedro Road (Quarry entrance to Biscayne) is repaved. Lochinvar Road will be micro-resurfaced (more than a slurry coat but less than a a full grind) in the area where it was disrupted to connect underground utilities for the new development. The treatment of the intersection of Lochinvar and Bonnie Banks is still under discussion, but the City hopes to include the full intersection in the micro-resurfacing and have handicap access ramps installed on all four sides of this intersection. The PSPR intersection will have new handicap ramps installed and the signal light be upgraded within the next few weeks. This will necessitate closing PSPR down to a single lane in each direction for one day.
- Andy’s Market: The permit for the new market shell was issued 12/4/15 and the developer is expected to begin construction shortly. The plans for the interior work has been provided by Andy Bachich to the S.R. Health Department for review prior to seeking final construction permits. No date has yet been given for completion of the new market. One change that is anticipated at the current market in the next couple of months deals with parking access. The existing Pt. San Pedro Road access will be shifted closer to the market building and be made an entrance only (it will no longer match up with the median cut). To exit the parking lot, vehicles will navigate the internal marina street (not yet completed) and exit via Loch Lomond Drive at the light. More information and scheduling will be provided when it is available.
- Temporary Power Lines: There have been delays by PG&E in the completion of the underground utilities which has delayed the removal of the temporary power poles. These are beginning to be resolved but no date has been given as to when the temporary power poles will be removed. Meanwhile, at least two of those poles are in the roadway and present a hazard to vehicles.
- In-Road Drainage Dip: There is a drain near pier G-H in the roadway paralleling the boardwalk that includes some plates in addition to the drain. These plates are set very low in the roadway, causing a severe dip that is a problem for cars driving past. While the Department of Public Works is looking into this issue, the public is cautioned to drive slowly in this area to avoid damage to their vehicle.
