Loch Lomond Marina Update

On Tuesday February 16, 2016, the Coalition’s Marina Committee met with the S.R. Community Development Department and S.R. Dept. of Public Works (DPW) for our regular monthly review of the developments at The Village at Loch Lomond Marina. The public is encouraged to communicate with the Marina Committee using the Contact the Marina Committee form to raise any issues or concerns so that they may be brought to the City’s attention.

The following items were discussed:

  1. Boat Refueling Dock: No current status on the boat refueling dock.
  2. Restaurant/Harbormaster’s Office: The architect, Colin Russell, that the developers hired to do the building for Andy’s Market has been hired to work on the restaurant, too. This building (restaurant combined with the Harbormaster’s Office) will be sited between Andy’s Market and the Yacht Club but will be physically separate from the Yacht Club. The current plan is to begin building after Andy’s Market is completed (see Andy’s Market status below).
  3. Flooding on the central spit: The duck bill gates have been installed in the central spit and the riprap levee surrounding the public playground and picnic tables has been strengthened and raised. These gates close during high tide to keep tidal waters from entering this area. However, the Committee continues to have concern about flooding that would occur when there is both high tide and heavy rain or during storm surges. With the gates closed, rainwater and storm surge water will pool in this area until the tide abates. The Committee has raised the issue of damage and contamination of playground equipment over time and the risks that poses to children and others.
  4. Flooding on the eastern spit leading to the breakwater: No resolution has yet been devised for this flooding which occurs at very high tides, heavy rains or storm surges, all of which overrun this area. The City representatives are equally concerned and are working with the developer and BCDC to resolve the problem, which they define as a “work-in-progress.” The City has stated that all developer-provided security funds will be held for an additional year after completion of the project to ensure that any resolution to these flooding problems is effective.
  5. Trashcans, Dog Regulation Signage and Doggie Bags: The Committee has pointed out the lack of adequate permanent trash cans, especially on the eastern boardwalk, eastern spit and breakwater.  Also, there is insufficient and inadequate signage regarding leash regulations and doggie bag dispensers in these public areas. The City stated that additional trash cans and signage will be installed. The Committee will continue to monitor this situation.
  6. Kayak Launch: The kayak ramp planned for the eastern spit just past the end of the boardwalk will be installed this summer. BCDC restrictions prevent installation prior to that time. There will also be a kayak floating dock next to the existing boat launch ramp.
  7. Western Spit/Jetty: Surface improvements (paths, picnic tables) are expected to be completed shortly. The Committee raised the concern that there is considerable rebar and other debris in the riprap on the western edge of the jetty. The City said they would investigate.
  8. Pt. San Pedro Road/Lochinvar/Loch Lomond Drive Intersection: The intersection will be repaved using the same sound-deadening asphalt as was used in the original Pt. San Pedro Road repaving. The two cuts in Pt. San Pedro Road near the current entrance to Andy’s Market, providing gas service to the development, will also be repaved. This will be done in the spring at the same time as the rest of Point San Pedro Road (Quarry entrance to Biscayne) is repaved. Lochinvar Road will be micro-resurfaced (more than a slurry coat but less than a a full grind) from Pt. San Pedro Road to Bonnie Banks.  The treatment of the intersection of Lochinvar and Bonnie Banks/Locksley, which was also trenched, is still under discussion, and the Committee has asked for a response from the Public Works Department.
  9. Andy’s Market: Foundation construction has begun and the building is planned for completion in October, 2016. The interior plans are currently under review by the appropriate City departments and Andy is projecting a November 2016 opening. As a result of this schedule, the changes to access/egress from the current market proposed in the last status report will not be done.
  10. Temporary Power Lines: Power to the new lighting in the parking area, on the boardwalk and to the boat docks is expected to be completed in the next 2-4 weeks and the temporary power poles will be removed.
  11. In-Road Drainage Dip: There is a drain near pier G-H in the roadway paralleling the boardwalk that includes some plates in addition to the drain. These plates are set very low in the roadway, causing a larger-than-normal dip that is a problem for vehicles. The Department of Public Works is looking into whether this dip exceeds the planned specifications.
