Loch Lomond Marina Update

On Monday April 18, 2016, the Coalition’s Marina Committee met with the S.R. Community Development Department and S.R. Dept. of Public Works (DPW) for our regular monthly review of the developments at The Village at Loch Lomond Marina. The public is encouraged to communicate with the Marina Committee using the Contact the Marina Committee form to raise any issues or concerns so that they may be brought to the City’s attention.

The following items were discussed:

  1. Boat Refueling Dock: There continues to be concern that it may not be re-opened even though the approved permits call for a “full service marina”, assumed to include a fueling dock. The S.R. Community Development Department is intending to contact the Bay Conservation and Development Commission (BCDC) for input. The Marina Committee has scheduled a meeting with the developer’s representative (John Arvin) to discuss this matter. If the community wishes to express their position, the developer’s representative is John Arvin, VP Woodbridge Capital Partners (john@woodridgecapital.com, 310-924-2200).
  2. Restaurant/Harbormaster’s Office: No change from the previous month’s status except that the architect hired by the developer has submitted conceptual drawings to the S.R. Community Development Department for review.
  3. Flooding on the central jetty: The developer has been requested to do an elevation survey to justify the current grades versus what was specified in the permits. No timeline for this study has been presented. In any case, final approval and return of bonded funds related to the central jetty will be held until at least the end of the next winter season to see what happens regarding flooding with the flap gates now installed.
  4. Flooding on the eastern spit/jetty leading to the breakwater: There is still no resolution devised for this flooding which occurs at very high tides, heavy rains or storm surges, all of which overrun this area. The S.R. Community Development Department is concerned and are working with the developer and intend to contact BCDC shortly to help resolve the problem. The City has stated that developer-provided security funds related to the eastern spit/jetty will be held to ensure that any resolution to these flooding problems is effective.
  5. Trashcans, Dog Regulation Signage and Doggie Bags: Additional trash cans and signage have been installed but additional doggie bag stations and signage are planned. The signage should make it clear that dogs are required to be on leash at all times and owners are required to use doggie bags and dispose of them.
  6. Western Spit/Jetty: The Committee raised some concerns that the placement of some benches and the location of some fencing is inappropriate. The City agreed and intends to include fixes for these issues in any final approval.
  7. PG&E Gas Service Line Project: The two cuts in Pt. San Pedro Road near the current entrance to Andy’s Market are intended to provide gas service to The Strand. This has resulted in two temporary steel plates that were poorly set which has caused problems for vehicles. PG&E recently reset those plates and added warning signs. No date has been provided for the completion of this work.
  8. PG&E Gas Transmission Line Project: PG&E is planning a new project to extend a high-pressure gas line to meet the higher demand of The Strand. This line will extend from the intersection of Locksly and Lochinvar, south along the west side of Lochinvar, into the Pt. San Pedro Road intersection, then east in the roadway (crossing the intersection) for about 60′ before making a right angle back onto the grass area on the north side of Pt. San Pedro Road. At that point, additional gas facilities (underground and above ground) would be placed. Finally, a new trench would be dug across the full width of Pt. San Pedro Road to The Strand side. The existing facilities on the east side of Lochinvar just north of the intersection are to be removed. It is currently unclear the relationship between this project and the existing gas line project (see Item 7 above). Further, PG&E is not planning to do this work until late summer which would be after the planned Pt. San Pedro Road repaving (see Item 9 below). The Committee recently met with PG&E and the S.R. Public Works Department to raise these issues, but no resolutions were forthcoming at that time.
  9. Pt. San Pedro Road Repaving: Repaving the full Lochinvar/Pt. San Pedro Road/Loch Lomond Drive intersection (as well as the cuts due to Item 7 above) was intended to be done in the spring at the same time as the remainder of Pt. San Pedro Road is repaved (Quarry entrance to Biscayne), and using the same sound-deadening asphalt as was used in the original Pt. San Pedro Road repaving project. However, there is a new problem that will affect this plan (see Item 8 next). No resolution has been provided at this time.
  10. Locksley/Lochinvar/ Bonnie Banks Intersection: The treatment of this intersection, which was also trenched for The Strand development, is still unresolved. The solution is complicated by ADA requirements as well as the current placement of storm drains at this intersection, all of which raise the cost. The Committee has asked the S.R. Public Works Department for acceleration in resolving this issue.
  11. Andy’s Market: Andy Bacich, owner of Andy’s Market (not the building), is projecting the opening of the new store by this Christmas. The foundation work is well underway.
  12. Temporary Power Lines: Power to the new lighting for the parking area, the boardwalk and the boat docks has been completed but PG&E has yet to remove the temporary poles. No timeframe was given for their removal.
  13. In-Road Drainage Dip: The severe dip in the roadway drain near pier G-H exceeds the planned specifications and will be repaired but no date has been given.
